Dear Sir
(1) No doubt our Clerk Mr Harman has mentioned to you that Teynham Parish Council consider we should hold a joint Council Meeting to consider asking Financial Officer SRDC to grant us a precept for an agreed amount for the purpose of making a payment to Mr More to whom we are indebted on the T&L Playing Fields, maybe you can let me know where and when this meeting can be held.
(2) Re letter regard £25.0.0 grant from KEC we shall no doubt need to decide on something concrete to spend this on. I wish the childrens committee was functioning, and feel certain we shall soon have to do the same with that as was decided for a Tennis Committee, that is it be a co-opted committee and when functioning then decide on an elected committee.
In concluding regret I shall not be home until after 8 p.m. this week up to Friday.

Lynsted Parish Council
11th January 1960 [p144-145]
A special meeting of Lynsted Parish Council was held at the School on Monday the 11th January 1960 with Mr R. Wyles in the chair. Other Councillors present were Mrs Bage & Mrs Saunders & Mr Brett, Brice, Broad, Cork, Olney & Wilkins.
Mr Broad gave the information regarding staging and the fares.
After discussion at length the following conclusion were reached:-
(a) That the fares within the Parish were generally high.
(b) That a special fare was justified for the trip on the 26 route between the Fox and the Dover Castle. At present owing to the staging passengers had to pay for the journey from Radfield to Norton Cross Roads.
(c) On the 58 route passengers coming up the lane from the Fox had to pay from Radfield and going down the lane from Bogle had to pay from Lynsted Post Office. The Council felt that this could be overcome by listing the George Stop as "The Fox or the George" and the Malt House Stop as "Malt House or Bogle". The Clerk was directed to write to the Traffic Manager at Maidstone and arrange to meet him to discuss these points.
After further discussion on concessions to Schoolchildren the Clerk was directed to write to the Education Authority regarding the three mile limit for concessions and how it was arrived at. He was also asked to point out that some Schoolchildren from Sittingbourne East Secondary School had to go for lessons into Sittingbourne which was definitely beyond the three mile limit by any method of measurement.
28th March 1960 [p145-147]
A meeting of Lynsted Parish Council was held after the Annual Parish Meeting at the School on Monday the 28th March 1960. Present were Mr Wyles (in the Chair), Mrs Bage and Messrs Broad, Brett & Olney. Mr Wilkins who had attended the Parish Meeting tendered his apologies to the chairman for the Council meeting. Apologies were also received from Mr Cork, Mr Brice & Mrs Saunders.
The clerk reported that following the Council's recommendations at the Special Meeting held in January he had met a representative of the Bus Company regarding the general level of the fares and various anomalies and possible concessions. Although he had had a sympathetic hearing he had now heard they were unable to do anything at this stage.
The Clerk also stated that he had heard from the Education Authority regarding travelling concessions for Schoolchildren. The three mile limit was measured along the roads and that children in Lynsted village were according to the K.E.C within three miles of the St Johns Secondary School in Sittingbourne. They were entitled to free travel on the days they had to attend Sittingbourne itself and the children should have been informed of this. The Council were still of the opinion that from "door to door" most of the children in the village were more than three miles away and would investigate the matter further.
The Council had been asked to nominate two managers for Lynsted School for the next three years and unanimously re-elected Mrs J. K. Yerbury & the vicar Rev. A. C. Puplett.
The lighting recommendations of the Parish Meeting were endorsed and the Clerk was directed to investigate the possibility of other forms of lighting and the responsibilities of Parish Councils in relation to trunk roads.
The Council also confirmed their acceptance of the principle of financial aid to the P.C.C for the upkeep of the churchyard and the meeting's decision not to enter the Best Kept Village Competition.
The Accounts presented to the Parish Meeting were approved. A precept for £75.0.0 was signed and cheques were signed as follows:- £2.7.10 (Municipal Insurance Ltd.) £22-10-6 (Seeboard Dec Qr) £16.6.8 (Clerk Salary & sundry debts) £1.10.0 (Geo Ash notepaper) £1.2.0. The question of Lynsted Lane was again raised and the Clerk was directed to write to the County Councillor Mr Allsworth and find out the present position regarding the proposed Improvement Scheme. The next meeting was arranged for the 23rd May 1960. R. Wyles May 16th 1960
16th May 1960 [p147-149]
A meeting of Lynsted Parish Council was held at the School on Monday the 16th May 1960.
As this was the Annual Parish Council meeting the Clerk, Mr Bage, temporarily occupied the chair.
Mr R. Wyles was elected chairman and Mr F. Brice was elected Vice chairman. Councillors present were: Messrs Brett, Broad, Brice, Cork, Olney, Wilkins and Wyles & Mesdames Bage & Saunders. The minutes of the last meeting were read confirmed and signed.
The Clerk reported that the subscription to the Kent Association of Parish Councils had increased to £3.7s The Council agreed to pay the new subscription.
The Clerk also reported that he had received notice of the Audit for 1959-60 to be held on the 9th June 1960.
An invitation to send a delegate to the National Conference of Parish Councils had been received. Councils were entitled to pay the expenses of the delegate and of an officer if the population of the Parish exceeded 1,500. It was agreed that the Council should send a delegate if someone could be found who was available and willing.
The Clerk reported that he had received notification that Mrs Margaret Mary McLayne was taking over the licence of the Black Lion from Mr Will Sutton.
Among accounts for payment was an account for electric light bulbs smashed and observed during periodic inspection by S.E.E.B. The account was dated the 22nd April and included lamps smashed in December. The Council felt that prompter notification of breakages would help the Council and the Clerk was directed to write accordingly to the Board.
Cheques were signed as follows:- Seeboard (£23-14-4); K.A P.C. (£3-7-0) D. A. Bage for expenses re meetings & postage (£1-3-7) A precept on the Rural District Council for £70.0.0 was also signed.
The question of sewerage had been placed on the Agenda at the Council's request. After discussion the Clerk was directed to write to the Rural District Council pointing out the nuisance of the overflowing cesspool in Ludgate Lane and to draw their attention for the need for sewerage in the village.
The state of the air raid shelter site in Greenstreet was again raised as it was still a nuisance. The Clerk reported that he had not heard further from the Solicitors acting for the Trustees since notification that they had advised the owners to sell. The Council directed the Clerk to write again to the Solicitors. The air raid shelter at Vigo Terrace was then the subject of much discussion and it was agreed that Mr Brett should raise the matter with the Rural District Council and see if it could be derequisitioned and removed.
The Clerk reported that he had not heard anything further regarding the Playing Fields and was directed by the Council to write to the Solicitors and find out the position.
The question of footpaths generally was raised. The Clerk stated that he had not got a plan showing the footpaths but would get a copy made.

21st July 1960 [p149-149]
A Special meeting of Lynsted Parish Council was held at the School on the 21st July 1960. Present were Messrs Brett, Broad, Cork, Olney & Wyles (in the chair) & Mesdames Bage & Saunders. Apologies were received from Messrs Brice & Wilkins.
The meeting had been called to approve the draft Declaration of Trust and to nominate two members of the Council to sign the final document on their behalf.
After careful scrutiny and assurances from the Clerk that the document was to safeguard Lynsted's interest in the Playing fields which would be leased in name to (sic) Teynham Parish Council, the following resolution was passed:-
"It is resolved that RONALD WYLES of BOGLE, LYNSTED, SITTINGBOURNE &
MARJORIE GWEN BAGE of ST. PETER'S PLACE, LYNSTED, SITTINGBOURNE
shall execute on behalf of Lynsted Parish Council, the Declaration of Trust
as drafted by Tassell & Son; Solicitors on the 20th June 1960"

29th August 1960 [p149-153]
A meeting of Lynsted Parish Council was held at the School was held (sic) on Monday the 29th August 1960. Present were Messrs Cork, Wilkins, Wyles and Mrs Bage with Mr R Wyles in the chair. Apologies were received from Messrs Brett, Brice, Broad, Olney & Mrs Saunders.
The Clerk reported that he had heard from the Kent Association of Parish Councils regarding the National Conference and that he had been informed that the Council could only contribute to the expenses of one delegate. The Clerk stated however that he was prepared to accompany Mrs Bage at his own expense.
The Clerk reported that he had heard from the Electricity Board stating that they were prepared to render accounts for wilful damage monthly. Reference was made to the recent prosecution by the Police and the hope expressed that this would see the end of the nuisance.
Replies had been received from the Rural District Council on two subjects raised at the last meeting.
As regards sewerage the question of the overflowing cesspool in Lydgate Lane was being closely watched and the needs for sewerage in Lynsted would be considered by the Rural District Council when sewerage priorities were discussed in the Autumn.
The Council's request for the derequisitioning and removal of the Air Raid Shelter at Vigo Terrace had met with approval and application was being made to the Home Office and County Council. The Clerk reported that he had not heard from the Solicitors to the Trustees responsible for the site of the derequisitioned Air Raid Shelter in Greenstreet but had reason to believe that they were taking some action in the matter.
Footpaths generally were discussed and the members agreed to make further investigation of certain ones believed to be closed or partially closed.
The Clerk informed the Council that there would be a 50% grant by the Ministry towards Trunk Road Lighting approved by them. The Parish Meeting had asked for this aspect of Lighting to be investigated and the Clerk was further directed to obtain an estimate for bringing the Trunk Road Lighting up to Ministry standards.
A letter from the Maidstone & District Bus Company was read informing the Council that the new fares included a "special fare" from the Fox Inn to the Dover Castle and from the Fox Inn to Lynsted church. Previously passengers had to pay from or to Radfield if they got on or off at the Fox or from or to Norton Crossroads if they got on or off at the Dover Castle. These reductions were the result of representations by the Council.
The Clerk reported that he had heard from the Chairman of the Rural District Council regarding an appeal by the King George's Jubilee Trust. The Council decided to take no further action.

Concerning the Playing Fields the Clerk reported that the (sic) since the Council had approved the Draft Declaration of Trust he had nothing further. Work was in hand at the site.
The members expressed concern at the speed at which cars were being driven in Lynsted Lane between Batteries Close and the bottom of the Lane. It was mainly, though not entirely, the younger drivers who were at fault and the council regarded it as especially dangerous on a stretch of road that was narrow, winding and had no footpath although it carried many pedestrians mainly women and children. The clerk was asked to notify the Police and ask further assistance in combating the nuisance.
The Clerk was also directed by the Council to write to the Divisional Road Surveyor and inform him of the need for repairs to the surface of Batteries Close and to ask if the gulleys in the Parish could be emptied periodically. Many were so blocked at the time of recent storms that they were unable to cope with any of the surface water.
A request by Council House tenants for outside W.C.'s was not a matter for the Council and the Clerk was directed to pass the request on to Mr Brett, Lynsted's representative on the R.D.C.
The question of the falling off in demand for allotments was again raised. Less than half the plots were now occupied and unless there was any increase in demand soon, consideration would have to be given to relinquishing the occupation of half the land.
The clerk reported that one tenant who had occupied an allotment for a year had refused to pay as he did not get a worthwhile crop. The Council did not feel that this was a valid reason for non-payment and directed the Clerk to write again for the rent.

A Special meeting of the Parish Council was held at the School on Monday the 29th September 1960. Present were:- Messrs Brett, Brice, Olney, Wilkins & Wyles and Mrs Bage & Mrs Saunders. Mr R. Wyles was in the chair. Apologies were received from Mr Broad & Mr Cork.
Lt. Col. Hart Civil Defence Officer addressed the Council and outlined the proposed organisation for the area. He stated that in such an organisation some sort of warden set-up would be required in Lynsted Village. It was agreed that Mr Olney & the Clerk should get out a list of members in the Parish who could be circulated regarding a Public Meeting. As far as a ladies' organisation was concerned final proposals were not yet available. R. WylesChairman
21st November 1960 [p154-156]
A meeting of Lynsted Parish Council was held at the School on Monday the 21st November 1960.
Present were Messrs Brett, Broad, Cork, Wilkins, Wyles and Mrs Bage. Apologies were received from Mrs Saunders, Mr Brice and Mr. Olney. Mr R. Wyles was in the chair. The minutes of the last meeting were read confirmed and signed.
The Clerk reported that he had heard nothing further regarding the demolition of the Air Raid Shelter at Vigo Terrace. As the sanction of the Home Office had to be obtained a certain amount of delay was expected.
The Clerk reported that he had now heard from the County Surveyor to the effect that a scheme for improving Lynsted Lane (up as far as Batteries Terrace) was in hand and would start next year. The Council were pleased that there efforts (sic) had achieved this much but were determined that they must persevere until approval was given to the improvement of the remainder of the Lane up to Bogle.
Mrs Bage reported on the National Conference of Parish Councillors which she attended in company with the Clerk. She reported that the conference was very much alive and the debates were of a very high standard.
It was reported that there had been more damage to Street lighting bulbs in spite of the recent prosecution. The Clerk was directed to approach the Electricity Board to see if some sort of protection could be given to the bulbs.
Haphazard running by the local bus service including a departure from Sittingbourne ten minutes early was discussed by the Council. it had already been taken up with the Bus Company and they were investigating.
The Clerk reported that he had heard from the Divisional Road Surveyor regarding the surface of Batteries Close and the blocked gulleys. The surfacing of Batteries Close had been included in the estimates for next year and the gulleys had been seen to. The Clerk was directed to write again to the Divisional Road Surveyor regarding the accumulation of rubbish in Ludgate Lane and the deterioration of the footpath surface there.
The Clerk was also directed to write to the Police regarding the increasing amount of cycling on the footpaths and on dangerous parking too close to the exit of Lynsted Lane onto the A2.

6th February 1961 [p157-158]
A meeting of Lynsted Parish Council was held at the School on Monday the 6th February 1961. Present were Mr. R. Wyles [in the chair] Mrs Bage, Mrs Sounders and Messrs Brett, Brice, Cork, Olney & Wilkins.
The Clerk reported that he had heard from the Police regarding the parking in the entrance to Lynsted Lane and the cycling on the footpaths and they would watch these points.
The clerk also reported that he had seen the Divisional Road Surveyor about the surface of the footpath in Ludgate Lane and would attend to it as soon as possible.
As regards the Air Raid Shelter at Vigo Terrace which the Council required to be removed, Mr Brett pointed out that it would be on the land acquired by the County Council from the local Council and would be demolished under the road improvement scheme.
A letter from the Association of Parish Councils was read requesting information on instances both of lack of cooperation and successful cooperation between Parish Councils and Planning Authorities. The Council had no information to give on this matter and felt that where Parish Councils had one of their members on the Rural District Council (as Lynsted in fact had) there should be no chance of disastrous planning occurring without the knowledge of the community.
It was stated that the date for the election of Parish Councillors this year was fixed for the 11th May.
Cheques were signed as follows:- Mid Kent Water Company up to 31st Dec 1960 (£0-10-0); Kent Education Committee for Meetings (£0-15-8) Municipal Mutual Insurance £2-9-4; Teynham P.C. for Playing Fields (£1-10-0); Seeboard for December Quarter and damage to lamps (£22-4-3). The Clerk presented the estimates for the year 1961-62. The Council's requirements alone would mean a 6d rate but to this would have to be added the election costs which would probably increase the rate by a 1d or 2d making a Lynsted rate of 7d or 8d. The estimates included a contribution towards the expenses of the Churchyard and some expenditure anticipated in connection with the playing fields. The falling receipts from the allotments were also examined and the Clerk was directed to make arrangements for the relinquishment of part of the area at present occupied by allotments.
The Clerk was directed to put in hand the scheme for improving the lighting at Bogle.
Mr Broad, Mr Cork & Mr Wyles were elected to serve on the Lynsted and Teynham Playing Fields Management Committee. The next meeting was arranged for the 20th March 1961 after the Annual Parish Meeting. R. Wyles March 20.
20th March 1961 [p159-159]
A meeting of Lynsted Parish Council was held at the School on the 20th March 1961 directly after the end of the Parish Meeting. Present were:- Mr R. Wyles (in the chair) Mrs D. A. Bage, Messrs A. Brett, F. C. Brice, G. Cork, C. F. Olney, L. Wilkins. Apologies were received from Mrs E. Saunders & Mr V. E. Broad. The minutes of the last meeting were read confirmed and signed.
The Clerk reported that the lighting alterations at Bogle had been ordered and should be commenced shortly. He also reported that Mr Guy French would be prepared to take back half the area now rented by the Council for allotments.
A cheque for £7.10s.0d for the Clerk's remuneration for the last half year was signed.
The Council then reviewed the recommendations of the Parish Meeting held earlier in the evening.
It was agreed that the feelings of the Parish regarding the prospect of increased traffic at high speeds through the village be brought to the attention of the Road Safety Committee and the police.
As regards the future of the land to be relinquished on allotments and its possible use as a playing area, the Council decided to leave this to the new Council after the elections. A similar decision was reached regarding the lighting programme and the review of footpaths. R. Wyles June 12 1961
12th June 1961 [p160-162]
The Annual meeting of Lynsted Parish Council was held at the School on Monday the 12th June 1961. Present were:- Messrs A. F. Braham, A. Brett, E. V. Broad, L. Clark, G. E. Cork, G. C. Ivory, C. F. Olney, C. L. Wilkins & R. Wyles. Mr R. Wyles (prop Mr Cork, sec Mr Broad) was elected chairman and Mr A. F. Braham (prop Mr Ivory, sec Mr Clark) was elected vice chairman.
It was reported that the lighting at Bogle had now been altered and the Clerk was directed to report to the Council at the next meeting regarding the up-to-date cost of continuing with the lighting programme during the coming year.
The proposal of the parish meeting that the area of allotments no longer required be fenced off as a playing area for children was discussed at some length. The Clerk was directed to approach the K.E.C. regarding the use of the playing school area and also to investigate the costs of fencing and preparing the allotments area. The clerk reported that the Council now had only 10½ allotments occupied out of the 34 available.
Mr Wyles (prop Mr Wilkins, sec Mr Cork) and Mr Braham (prop Mr Cork sec Mr Broad) were elected as the Council's representatives to the Kent Association of Parish Councils.
Mr Broad, Mr Cork & Mr Wyles (all prop Mr Olney, sec Mr Wilkins) were elected to serve on the Teynham & Lynsted Playing Fields Management Committee.
As a result of a letter received from Mr. B. K. Davies of Aymers, the full size greyhound training track now under construction in the village and the Boarding Kennels in the same ownership were the subject of a long discussion. It was not known by the Council whether in fact planning permission had yet been applied for but the Clerk was directed to write to the planning authority to draw its attention to the strong feelings of the Parish on this matter and state that the Parish Council wished to object strongly to the granting of any permission for the use of the land for the purposes suggested by the constructional work already carried out.
The Clerk was directed to write to the Swale R.D.C regarding the sewerage of the village, the surface of the footpath between Batteries Close and the garages and the state of the fence adjacent to the access road to the garages.
The roads generally in the parish were discussed and the Clerk was directed to write to the County Council and ascertain the position regarding the proposed improvements to the lower part of Lynsted Lane. Other points that caused concern were the state of the surface where the road had been strengthened & the loose grass left in the road and over the gulleys after the verges had been cut. It was also pointed out that during the road strengthening operations the outlet from the gulley at Bogle had been severed and the road now flooded there every time there was heavy rainfall. The Clerk was directed to write to the Divisional Road Surveyor and draw his attention to these points.
The use of Lynsted Lane by very heavy lorries caused concern especially as it was understood that the firm using them did not as a rule permit them off the main roads. The Clerk was directed to write to the firm concerned (Messrs Bowaters)

28th August 1961 [p162-164]
A meeting of Lynsted Parish Council was held at the School on Monday the 28th August 1961 with Mr. A. F. Braham in the chair.Present were:- Mr A. F. Braham, Mr L. Clark, Mr G.C. Ivory, Mr L. Wilkins. Apologies from: Messrs Brett, Broad, Cork, Olney & Wyles
The Clerk reported that he had heard from the K.E.C regarding the use of the School playing area as a playing field for children in the village and stated that they were not prepared to grant its use for this purpose. The Council then discussed the use of that part of the allotments no longer required, as a playing area. The Clerk told the Council that the owner would continue to let the Council rent the land if they used it for this purpose but would insist on adequate fencing to protect the adjacent land. To fence level and sow the land would cost over £800 and as the use would be very limited the Council decided not to proceed further. Accordingly the Clerk was directed to arrange with the owner for the relinquishment of the land by the council.
The Clerk reported that he had heard nothing further regarding the planning application for permission to use premises and land in Lynsted for Greyhound tracks.
The next state in the lighting programme was discussed and it was agreed to go ahead with a new light at the top of Lynsted Lane and a further light at the westerly end of the development in Greenstreet. This with the alterations to the lighting at Bogle would absorb all the money available at present for lighting. Regarding the existing lighting, the obscuring of the light near Anchor House by the trees was discussed and the clerk was directed to write to the owner and arrange to have the trees cut back.
The Clerk reported on the Playing Field Management committee's work. Cricket and Association Football teams have been formed and were functioning well. The field appeared to be well used by the youngsters of the area. It was pointed out that there would be an open meeting on the 11th September to discuss the running of a Fete next year to raise funds for the Committee.
The dangerous habit of some of the children and youths of riding their bicycles without lights on the footpaths in the village was discussed and the Clerk was directed to write to the Police on the matter.
The Clerk was also directed to take up with the appropriate authority the absence of a white line on one branch or the other of the fork roads at Erriotwood leading to Doddington & Kingsdown, although a line had recently been painted it had also recently been covered up with the new surfacing. The Clerk was also asked to point out the need for a white line at the junction of Ludgate Lane with Lynsted Street.
The question of a pedestrian crossing in Greenstreet was again raised and the clerk was directed to write to the Police to see if something could be arranged as the increased traffic on the main road made the task of crossing the road extremely difficult.
The Council discussed the Paper Sack Refuse collection system now fully in operation and agreed that the R.D.C were to be congratulated on the introduction of the scheme and the Clerk was asked to write to the R.D.C accordingly.
It was reported that a popular local footpath known as "Granny Stiles" had again become impassable and the Clerk was directed to write to the owner responsible and ask him to put the matter right.
The sewerage for Lynsted was again discussed and the Clerk was asked to write to the R.D.C and draw their attention to the village's need in this matter.
The Clerk reported that since the complaints at the last meeting Lynsted Lane had been resurfaced and the verges attended to and the fence adjacent to the garage access at Batteries Terrace had been repaired.

A meeting of Lynsted Parish Council was held at the School on Monday the 20th November 1961 with Mr. R. Wyles in the chair. Also present were Messrs A.F. Braham, A. Brett, E.V. Broad, L. G. Clark, G. Cork, G.C. Ivory, C. F. Olney, C. L. Wilkins.
The Clerk reported that he had heard from the Chief Constable regarding the provision of a pedestrian crossing in Greenstreet. He was of the opinion that the number of pedestrians did not warrant the establishment of a crossing. The Council were not over happy at this decision and the Clerk was directed to approach the Chief Constable with a view to further investigation into the matter.
The recent complaint of the council that youngsters were riding their bicycles on the footpaths in the village without lights had been taken up with the Police who had looked into it and interviewed two youths on the matter, with the result that the practice had now ceased.
Further reference was made to the habit of some of the residents of Batteries Close of riding their bicycles on the footpaths. The Council decided not to take any action unless the practice continued.
The Council approved payment to the Parochial Church Council of £23-15-6 to cover their expenses to date this year for levelling and keeping tidy the Churchyard extension. The Council were pleased that there had been such an improvement in its appearance.
Reference was made to the proposed improvements to the lower half of Lynsted Lane and the Council was informed that matters were well in hand.
Complaints regarding the condition of the footpath from Batteries Close to the garage access and the surface of the road in Batteries Close were made and the Clerk was directed to take the matter up with the appropriate authorities.
The Clerk was also directed to approach the new owners of the site of the Air Raid Shelter in Greenstreet with a view to getting them to tidy the site up and make it safe.
The telephone poles on the Lynsted side of the main road into Greenstreet from Canterbury were a source of danger and the Clerk was asked to write to the G.P.O and ask them that they be painted white or provided with reflectors. Similarly in Lynsted Lane where the road had been widened some of the poles were very near the edge of the road and needed something to indicate their presence during darkness.

The next meeting was arranged for Monday 28th January 1962. A meeting of Lynsted Parish Council was held at the School on Tuesday the 20th February 1962 with Mr. R. Wyles in the chair. The Council was informed that the telegraph poles in Lynsted Lane about which they had complained were in the process of being fitted with reflectors.
The Clerk read a letter from the Chief Constable which again stated that he was unable to support an application for a pedestrian crossing in Greenstreet.
The Clerk also reported that the K.C.C Divisional Road Surveyor had written to say that the surface of Batteries Close would be dressed with tar and grit this Summer and that the potholes would be patched up in the meantime.
Regarding the allotments, Mr. A. G. French had now taken over the area to be relinquished and this area had now in fact been ploughed up.
A letter from the Swale Road Safety Officer notified a meeting on the 23rd March. The Council felt that this should be supported and the Clerk was directed to proceed with the arrangements.
The latest circular from the Kent Association of Parish Councils was discussed and the Council welcomed the recent decision of the Rural District Councils Association to recommend their members to consult Parish Councils on planning applications of major importance to a Parish. The Council felt that their own position was safeguarded by having one of their own members on the Rural District Council.
The Circular also asked for information from Councils regarding contributions towards burial grounds. As Lynsted had some experience with respect to this the Clerk was directed to inform the Association accordingly.
Seeboard had given the Clerk a list of the numbers and locations of the lights and the Council was informed of this.

The Clerk reported on the estimated financial position for the current year ending the 31st March 1962 and submitted his estimates for 1962-63.
As a result of the Council's obligation regarding the playing fields the parish rate is likely to be increased to 9d. A continuing contribution to the expense of the churchyard was also budgeted for in addition to a further extension of the lighting programme.
It was reported that the tap at the Allotments was defective and it was agreed that Mr. Ivory would have a look at it.
Reference was made to the use of Cambridge Lane and Cellar Hill by heavy vehicles in connection with the work on the M.2 road. It was felt that plant such as road rollers should keep to the routes allotted to them and the Clerk was directed to take up this matter with the appropriate authority.
The Clerk reported that Sewerage for the village was likely now that the Public Health Committee had recommended that a scheme for the villages be prepared. The Clerk was asked to look into the position regarding the Lynsted Lane Improvement Scheme. Mr. Ivory reported that the tap at the allotments had been put right.
The Clerk reported that he had seen Mr. Grisdale about progress on Lynsted Lane improvements and that it was hoped that work would commence in August. He had also seen him on the matter regarding the use of Ludgate Lane by Contractors vehicles. There was not much Mr. Grisdale could do without positive evidence. It was agreed that Mr. Ivory should see the Transport Manager of Laings the Contractors.
The points raised at the Parish meeting were discussed and the following action was decided upon:-
1. The Clerk to write to the Swale R.D.C regarding the smells emanating from the village piggeries.
2. The Clerk to write to the Police and ask for Specials in Greenstreet during peak traffic.

The Clerk reported that he had written to the Swale Council regarding the piggeries and had sent a copy to Mr Macey.
The clerk read letters from The Charity Commission (with regard to the recent Charities Act) from Eliams Duplicator Company, from the Registrar of Births and Deaths (with reference to registration now being possible in both Sittingbourne & Faversham) & from the K.C.C informing the Council regarding land designated an "area of natural beauty" (which did not affect Lynsted).

The Clerk was directed to take up with the Divisional Road Surveyor, the state of the road at Batteries Close which was rapidly deteriorating & the question of road cleaning which appeared to have been very much neglected.
The question of the path at Batteries Close was again raised. Mr. Ivory reported that this would be done as soon as labour was available.
Lighting was discussed at some length and the position of one standard was examined on site (namely at the end of Mill Lane). The Clerk was directed to find out the costs of keeping the lights on all night.
The question of parking in Greenstreet was raised & the Council felt that parking restricted to one side at a time might ease the problems arising out of "bottlenecks" caused by parking on both sides.
The Clerk was directed to look into the position regarding a war memorial for the parish and report back. He was also directed to find out the position of grass cutting in the village.
The R.D.C representative reported that the whole question of numbers of paper bags was being re-assessed by the R.D.C.

The Clerk reported that he had heard from the Swale R.D.C regarding the smell & flies the Piggeries and that at the time of a visit by the M.O.H there was no evidence of either. It was further reported that the Medical Officer would make further visits. As the smell was particularly evident while the meeting was in progress the Council expressed surprise and directed the Clerk to write again urging the Swale Council to continue their efforts.
The Clerk reported that it would cost approximately £2 per lamp per year to keep the lights on all night. The Council did not think the financial cost justified.
It was reported that Batteries Close had been surfaced although it appeared that it had been surfaced over potholes and not repaired first.
It was reported that following Lynsted's representations Teynham were now pressing the matter of a pedestrian crossing in Greenstreet. It was agreed that the Clerk should write to the Chief Constable and support Teynham and suggest a "Panda" crossing.
The Clerk read letters from the Ministry of Transport on trunk road lighting, the Swale R.D.C on estate road lighting & the Electricity Board regarding street lighting costs. The information was noted in each case.

The Clerk reported that the surface at the junction of Cellar Hill with the A2 had been repaired.
Regarding the cut grass left on the verges about which complaints had been made at previous meetings the Clerk reported that he had seen the Divisional Road Surveyor who had agreed that the verges in Lynsted Lane would in future be kept tidy after trimming.
Complaints that Batteries Terrace had been surface dressed with existing pot holes had also been referred to the Divisional Road Surveyor who stated that this was an interim measure and it would be fully re-surfaced at the time of the Improvement Scheme to Lynsted Lane. With reference to the Improvement Scheme the Clerk reported that this was being held up by the purchase of one plot but as the negotiations over this were nearing completion the accommodation (sic) works would soon be able to proceed.
Public footpaths and rights of way were discussed and it was evident that a number of official paths were obstructed. It was agreed that the paths generally should be investigated in more detail for action at a later date.
Mr Cork reported on the recent Playing Fields Management Committee meeting. It was proposed to appoint a part-time Superintendent and to make bye-laws for the use of the ground. The ground was being used by all sections of the Community and had recently been the scene of a successful bonfire & fireworks night. A tennis club would probably be formed in the near future.
Mr Braham reported on the Annual meeting of the Kent Association of Parish Councils at which some reference was made to the failure by some R.D.C's to honour their Association's agreement to consult Parish Councils on major planning applications.
The position regarding the additional names on the the (sic) War Memorial was raised. The Clerk reported that this had been referred to the P.C.C who were collecting data regarding names, units etc. but that this had not yet been completed.

The Clerk reported that the meeting had been transferred from the date originally proposed (the 8th January) to allow a joint meeting of Teynham & Lynsted Parish Councils to be held first to discuss the Playing Field finances.
The Clerk reported that the details for a war memorial had not yet been fully prepared. The Vicar had so far been unable to get full details of a Mr Bertram Mills.
The audited accounts for 1961-62 & the provisional accounts for the current year were presented to the meeting. The estimates for 1963-64 were discussed and a total equivalent to a 4d rate was agreed.
The joint meeting of the Parish Councils was referred to and discussed. On the proposal of Mr Brett & seconded by Mr Olney it was resolved that Lynsted should pay its share of the £300 required by the Playing Fields Management Committee.
Complaints had been received regarding a heating apparatus at a garage in Greenstreet that had for some time been emitting black smuts at the West end area of the village. Numerous individual complaints had been made but to little permanent effect and the Clerk was directed to write in the strongest terms to the garage concerned.
The notice served on the holders of private allotments in Greenstreet to quit was referred to and it was agreed that the legal position should be looked into in time for the next meeting.
The ice position in the parish was referred to and the Clerk was directed to see the Divisional Road Surveyor especially with regard to the hill in the village and at Batteries Close.

Mr Broad reported that he had approached the lady concerned regarding the tree obscuring the light in Greenstreet near Mill Lane and understood it would be attended to.
The Clerk reported that the Council had again received an invitation to join in the Best Kept Village competition. However, although the village was looking better than at the time Lynsted last entered for the competition, there would be a sewerage scheme in progress during the Summer and the Council decided to defer entry to another year.
The appointment of the Council's nominees for the School managers was discussed at some length and it was decided to defer the decision until the next meeting.
The Clerk was directed to pursue the matter of unilateral parking in Greenstreet (discussed at a previous meeting) and also the suggestion of a panda crossing in Greenstreet.
The sub-committee on footpaths would shortly be investigating the public footpaths and the possibility of signposting was discussed.

Mr A. F. Braham was elected chairman & Mr A. Brett, Vice-chairman. Mr Brett took the chair for the meeting.
The Clerk reported that points raised recently regarding the pedestrian crossing & the parking in Greenstreet were to be referred to the County Council.
It was reported that the tree obscuring the light near the junction of Claxfield Road with the A2 had been cut back but doubts were expressed as to whether it was enough.
Mr Braham & Mr Ivory were nominated as the Council's representatives on the Kent Association of Parish Councils.
Messrs Broad, Cork & Wyles were elected to the Teynham and Lynsted Playing Fields Management Committee.
Messrs Cork, Olney & Wilkins were appointed as the the (sic) Council's Lighting Committee & Messrs Clark, Olney & Wilkins as the footpaths Committee.
The appointment of the two Council's nominees to the list of School Managers for Lynsted Primary School was discussed at some length. Although the Council were in no way dissatisfied with the two managers appointed by the Council for the past six years it was felt that the Council ought to be more directly represented and it was decided to appoint one member from the council together with one of the retiring nominees. Mr. G. C. Ivory & the Vicar were appointed as the Council's nominees for the new triennial period and it was resolved that a letter be sent to Mrs Yerbury thanking her for her services. Mr Ivory was also nominated as the Council's representative to attend the National Conference of Parish Councillors in October.
Complaints had been received that traffic not familiar with the area was frequently getting confused at the Wood Street – Claxfield Road junction after following the signpost to Sittingbourne at the top of Lynsted Lane. It was suggested that either Sittingbourne should be signposted down Lynsted Lane or another signpost placed at the junction of Claxfield Road with Wood Street. The Clerk was directed to write to the County Council on the matter.
It was reported that provision of a telephone kiosk at Erriott Wood was under discussion, that work on the Sewerage scheme had commenced and that eight houses were to be built by Swale R.D.C in Cellar Hill.
A report on the first investigations of the footpaths Committee was presented and discussed at some length. There were a number of obstructions but no action was intended until the investigations had been completed when it would be discussed at a Special meeting.

Mrs I. H. Ratzer addressed the meeting on behalf of the Kent Association of Parish Councils regarding the imminent local government re-organisation. She explained that the review for Kent was likely to start next year (as far as Parish Councils were concerned). Mrs Ratzer explained that grouping of Parishes was preferable to amalgamation as the Parishes retained their identitys (sic) and were directly represented on the combined Parish Council. Mrs Ratzer answered questions from Councillors and it was agreed that in the area Lynsted would probably have to take the initiative in their area as they were the only parish with the Council.
The Clerk reported that he had received a letter from the Roads Department of the K.C.C concerning the Council's requests for unilateral parking in Greenstreet and a Pedestrian crossing in Greenstreet. The unilateral parking idea was considered to have its disadvantages and recommended that the matter be further considered after the opening of the M2. As far as the crossing was concerned they still felt that the demand, from their observations, did not warrant one. A "panda" crossing suggested by the Council was ruled out as it is still experimental.
The Clerk presented the mortgage deeds for the loan for the Playing fields and pointed out that it in effect guaranteed half the loan whereas on the present proportional basis Lynsted's share would be about a quarter. It was agreed that the Chairman should contact Tassell & Son direct with a view to putting the mortgage on a sounder basis.
Mr G. C. Ivory reported that there appeared to be some conflict between the Manager's duties under the Local Government Acts which required them to report on their work and their responsibilities under the Education Acts which required them to treat their deliberations as confidential. The Clerk was directed to seek the advice of the Kent Association of Parish Councils.
The question of the "bank" in front of the Bungalow near the School was raised. The owner was apparently prepared to throw it into the highway and the Council felt the area could be used to extend the footpath. The Clerk was directed to sound the views of the Divisional Road Surveyor.

The Clerk reported that he had heard from the Association of Parish Councils concerning the responsibilities of School Managers. There was nothing confidential about their deliberations and Councils should expect their nominees to report to the Parish.
It was reported that the residents of Vigo Terrace were somewhat concerned that their footpaths had been severed by a fence placed by the County Council to mark the limits of the road improvement. They were experiencing difficulties with tradesmen who were reluctant to make the long detour necessitated by the barriers across the paths. It was pointed out that this was no doubt a temporary arrangement pending the carrying out of the necessary accomodation (sic) works to restore the original position. However the scheme had now been dormant for some considerable time and the Clerk was instructed to write to the County Council and urge a start as soon as possible.
The Clerk was also directed to draw the attention of the County Council to the state of the road in Greenstreet which appeared to have been much longer than usual after the preparation works, and ask that the surfacing be resumed at an early date.
Following Mrs Ratzer's talk to the council at the last meeting, it was decided that Lynsted being the larger parish in its area should take the lead in sounding the views of neighbouring parishes South of the A2. The Clerk and R.D.C representative were asked to take any necessary steps towards arranging the appropriate meetings.
Footpaths were discussed following a further report by the footpaths Committee. It was agreed that initially remedial efforts should be concentrated on the more popular footpaths.
The Clerk was directed to put in hand the next stage of the lighting programme and issue the necessary instructions for the additional lighting in Batteries Close (if the original quotation is not exceed by more than 20%).

The Clerk reported that the question of the A.2. surfacing raised at the last meeting was in hand but had not been continued through Greenstreet. The Clerk was directed to urge the K.C.C to complete the stretch through the Parish.
Regarding the next stage of the lighting programme the Electricity Board were offering alternative lanterns for the revised lighting in Batteries Close. After discussion the Council decided on Mercury lamps and instructed the Clerk to obtain a revised quote based on these. The Clerk was also directed to instruct Seeboard to go ahead with moving the lantern near Cambridge Lane – to be carried out with the re-alignment of the Electricity poles in the area.
As regards the "Granny Stiles" footpath the Clerk was directed to write to the owner and ask him to cut back the hedges where it was encroaching on the pathway.
The Clerk read a letter from the K.C.C requesting information regarding recreation ground needs in the Parish. The Council did not envisage any further action with regard to playing fields and the clerk was directed to inform the County Council. The mortgage for the loan to the Management committee was presented to the meeting and signed.
A letter from the local Womens Institute regarding the lighting in Greenstreet was passed to the Lighting Committee for their consideration in planning next years lighting programme sic).
Mr Cork reported on the recent meeting of the playing Fields Management Committee. The committee had still not received the loan but this was expected shortly as the documents were now available. Monies had been received from the parish Councils and the Committee had a balance with no outstanding debts. It had been agreed that a balance sheet should be made available to all organisations represented at Management committee meetings. The Fete Committee had been given a target for their fund raising activities of £250 to be spent on a "Merry-go-round" and seats in the childrens playing area (sic).
Mr Braham reported on the area committee of the Kent Association of Parish Councils who were still concerned at the lack of consultation with Parish Councils on planning matters except where support was needed for a refusal. Mr Ivory, the Swale R.D.C representative reported that the contract for the houses in Cellar Hill had been let.
Mr Ivory also reported on the National Conference of Parish Councillors. Resolutions were passed on a variety of subjects from Planning to Transport and they were addressed on the new pattern of local government.
Mr Ivory further reported on the Annual meeting of the Kent Association of Parish Councils. A resolution was passed asking for planning consulting with Parish Councils for all planning proposed in their parish and again the reorganisation of local government was discussed.
A lengthy discussion took place on the question of whether School Managers appointed by the Council should report back to the members. The Education Authority insisted that the deliberations were confidential but legal opinion obtained by the Council indicated that such a restriction had no validity under the 1944 Education Act which implied that Managers were answerable to the Authority that appointed them. It was decided that the Managers appointed by the Council be directed to report to the Council on the work of the School Managers on general policy matters (but not on personal matters) whenever the Council should decide. The Clerk was asked to write the council's two appointed Managers and inform them of this decision.
After discussion on various road matters the Clerk was asked to draw the attention of the Divisional Road Surveyor to the following points:-
(i) The roadman to Lynsted appeared to have powers to "do" only one side of Ludgate Lane.
(ii) The mud from the excavations at the side of the road was rapidly encroaching on the Lane and had narrowed the road quite considerably.
(iii) Parts of Batteries Close were deteriorating and urgent repairs were needed.
Following discussion on the roadworks in Lynsted Lane it was agreed that the lights on this stretch be kept on all night as the lack of definition of the actual carriageway increased the hazard of walking down the Lane. It was felt that as the need for this had been brought about by the K.C.C operations they should be asked to bear some of the costs.

A meeting of Lynsted Parish Council was held at the School on the 20th April 1964.
Present were Councillors A. F. Braham, A. Brett, E. V. Broad, L. G. Clark, G. Cork, G. C. Ivory, C. F. Olney, C. L. Wilkins & R. Wyles. Mr A. F. Braham was in the Chair. The Minutes of the last meeting were read confirmed and signed.
Concern was expressed at the progress of the Lynsted Lane improvement scheme which has again come to a standstill. The position was at present very dangerous and the Clerk was directed to write to the County Surveyor and urge an early resumption of the work. He was also directed to request that the second stage be considered at an early date also draw his attention to other matters raised at earlier meetings. (sic)
The question of School Managers again provoked a lengthy discussion. The Council were still of the opinion that the making of the proceedings of School Managers confidential by the Education Committee was not provided for by the Education Act and made nonsense of the provision for appointments by the local authority. The Clerk was asked to write to the Two Managers appointed by the Council and direct them that they should at the next meeting of the Managers announce that they would report to the Council if asked to do so and if they were not prepared to do this they should consider their resignation.
Mr Cork reported on the Playing Fields Management Committee. Further items of equipment had been erected at the Childrens (sic) Playing Field. Bye Laws were being prepared for the control of the Field and a Superintendent had been appointed. a Balance Sheet had been prepared and the Clerk was instructed to ask the Committee Treasurer for a copy.
Mr Ivory reported on the Kent Association of Parish Councils. The reorganisation of local government still occupied a great deal of its time. The council decided to approach Norton to sound their views as to whether they would wish to be associated in any reorganisation. It was evident that neither Lynsted nor Norton would be large enough to remain on their own as individual Parishes in any reorganisation that was coming and the County Council were anxious to obtain the views of Parishes that wished to be associated other than the groupings be made arbitrarily from lines on a map. It was agreed that Lynsted's R.D.C representative should contact Norton's R.D.C member with a view to sounding the views of Norton Parish.
Mr Ivory reported on the work of the School Managers. The Hall had had a new floor laid. Gas Water Heaters had been installed in the toilets and the gates had been set back.
The R.D.C Representative Mr Ivory reported that the Contract for the houses in Cellar Hill had been re-let and that the Sewerage Scheme for the village had been completed.
Mr Wilkins reported on the work of the footpaths committee and the Clerk was directed to send out a general letter to all owners of land across which a public footpath ran asking them to check that all paths were free of obstruction and that the styles (sic) were in order.
The Heating Apparatus that had been the cause of complaint in the past was becoming a nuisance again. The Clerk was directed to write again to ask them to do something to prevent the smuts causing annoyance to the local residents.
The Clerk was directed to write to the G.P.O regarding the absence of a light in the village kiosk.
The light at the end of Claxfield Road appeared to be obscured again and the Council felt that it should be moved to the other side of the road. The clerk was directed to contact Teynham Parish Council on the matter. The Clerk was directed to accept the new quotations for the revision of lighting in Batteries Close.

The Annual Meeting of Lynsted Parish Council was held at the school on Monday the 11th May at 7.45 p.m. Present were Councillors A. F. Braham, A. Brett, G. Cork, B. S. Goldberg, G. C. Ivory, C. L. The Chairman for the past year welcomed their new member Mr Goldberg and took the chair for the elections. Mr Braham was elected chairman & Mr Wyles vice chairman. The Minutes of the last meeting were read confirmed & signed.
The Clerk reported that he had written to the County Council on the various matters raised at the last meeting and as regards the next stage of the Improvement Scheme the clerk was asked to write to the county member Mr Leigh Pemberton and enlist his support if the county Surveyor could not help.
A Precept for £340 covering the years requirements was signed.
A discussion on the signposting at Wood Street took place and it was agreed that the Clerk write to the County Council and see that either Sittingbourne was signposted towards the A2 or that a further signpost was placed at the junction of Wood Street and Claxfield Rd to avoid confusion after following the existing signposting. A meeting of Lynsted Parish Council was held at the School on Monday the 22nd June 1964 at 7.45 p.m. Present were Councillors A. F. Braham (in the chair), A. Brett, E. V. Broad, G. E. Cork, B. S. Goldberg, G. C. Ivory, C. F. Olney, C. L. Wilkins & R. Wyles.
A letter from the Vicar was read requesting clarification of "matters of general policy" referred to in the Council's letter to him. In addition to the points considered as permissible by the Vicar the Council decided that they should be informed of the attendance at the meetings.
The draft ByeLaws for the playing fields prepared by the Sub-Committee of the Management Committee were considered. The Council decided that the rule regarding dogs should be extended to exclude them altogether from the field. They also considered that portable radio sets should be banned except with the permission of the Committee.

The report of the footpaths Committee raised the question of the standing of the footpaths map. If it was not the definitive map there might well be snags regarding the Clerk's directive to write round to the owners about the paths on their land. The clerk was directed to delay forwarding the letters until he had found out the position.
The Lighting Committee were concerned that no further progress appeared to be taking place regarding the alteration of the lighting in Batteries Close. The Clerk was directed to enquire the position of the Board.
The Clerk was directed to contact the Divisional Road Surveyor regarding various matters, especially the question of the protection of the excavations in Lynsted Lane during the weekends. Apparently the lamps were collected in the morning and not replaced until the evenings when they were re-lit. During the day the trench is left completely unguarded and is extremely dangerous.
Other points concerned the manner of verge cutting in which the pieces are left on the verges, the fact that the hedges require cutting on the Bumpit-Bogle road and the troubles with water standing outside Blundells in Greenstreet.
The Clerk was also directed to take up again with the County Council the matter of the signposting of Sittingbourne from Lynsted.

Following the discussion at the previous meeting the Clerk reported that the footpaths map at present was still only in the provisional stage but the Rural District Council had powers to ask that all rights of way be kept open whether they appeared on the map or not.
The Clerk also reported that the lighting at Batteries Close was being held up due to pressure of work on the Electricity Board and that he could get no reply from the G.P.O in connection with the light at the kiosk in the village.
Regarding the light in the kiosk Mr Broad agreed to find out who the lady, who looked after the Batteries Terrace Kiosk, contacted when she wanted anything done.
The Clerk agreed to contact the K.C.C about the cutting back of the banks below Vigo Terrace as these would hinder the visibility at this point.
The Clerk reported that he had heard from the Kent county Council regarding the Lynsted Lane improvement being extended. The letter was not over hopeful and the Clerk was asked to enlist the support of the K.C.C representative.

It was reported that work to the lighting in Batteries Close had been completed and that the lighting to the Village Telephone kiosk was in hand.
The Clerk was directed to chase the County Council regarding the question of the cost of lighting during the construction of the roadworks.
The Clerk reported that he had written to Mr Leigh Pemberton regarding the second stage of the Lynsted Lane improvement scheme and it was hoped to arrange a meeting on site to explain our problem.
The Clerk reported that there was no correspondence and no finance to be dealt with at this meeting.
Mr Ivory reported on the R.D.C work as it affected Lynsted. The fencing at Batteries Terrace had been completed and the housing at Cellar Hill was progressing but slowly.
Mr Ivory also reported that the next K.A.P.C meeting was on the 2nd December 1964.
It was agreed that the lighting committee should meet again. In the meantime the Clerk was directed to chase the Ministry of Transport about their views on the light on the A2 we would like to move.
Road matters again came under discussion and the Clerk was directed to see Mr Grisdale about the footpath which had sunk near the Batteries Terrace ‘phone box' and the condition of the Batteries Close footpath. He was also urged to chase the K.C.C regarding the re-signposting of Sittingbourne down Lynsted Lane.
A further discussion took place on the parish boundary adjustments to be made in the near future and by invitation Mr L.J. Nethercoat Teynham's Chairman attended the meeting. It had also been hoped that Mr Gambell of Norton and Mr Coultripp of Kingsdown would be able to attend but the date of the meeting was not convenient for them. However both had expressed their willingness to be instrumental in arranging meetings in their respective parishes.
Mr L. J. Nethercoat stated that he thought that Teynham would be able to stand on their own in any reorganisation but would undoubtedly be prepared for Lewson Street and the area South of the main road to be included in Norton. He felt sure that the residents did not feel themselves to be part of Teynham. There were in all about 70 electors in about 30 properties in this area and there was also a small building programme there. This matter would be discussed at their next parish council meeting.
As regards Norton & Kingsdown the Clerk was directed to go ahead with the gentlemen concerned and arrange the necessary meetings and report to the next Parish Council meeting.

The Clerk reported that he had not yet been able to arrange a meeting with Mr Leigh-Pemberton regarding the second stage of the Lynsted Lane Improvements.
It was also reported that the footpaths outside Batteries Terrace and the road & footpath in Batteries Close had now been completed.
The Clerk reported that the re-signposting of Sittingbourne down Lynsted Lane had been carried out but the new sign had already been broken.
The Bye-Laws recommended by the Playing Fields Management Committee were approved by the Council. The Clerk reported that these had been approved by Teynham Parish Council and that there was now no obstacle to their submission to the Home Office for their approval.

Mr Ivory's report on R.D.C matters was given by the Clerk. This stated that the delay in the construction of the houses in Cellar Hill were due to the present brick shortages. Also included in the report was the information that planning permission had been given for 4 houses on the land between the School and the Vicarage.
Mr Wyles reported on the work of the Playing Fields Management Committee. The Sub-committee which was the main working committee of the Management Committee had formulated its ideas on the extension of the Pavilion to provide W.C. and storage facilities and were now in a position to present them to an early meeting of the Management committee. The Clerk said that he would get in touch with the Secretary of the Sub-committee in the near future so that application could be put in hand for Planning & ByeLaw approval as soon as possible.
The Clerk reported on recent activities in the neighbouring parishes concerning their views on boundary re-organisation. Public meetings had been held in Norton & Kingsdown at which proposals had been passed that application should be made to the county Council for the grouping of their parishes with the parish of Lynsted under one Parish Council. Residents of Lewson Street (in the Parish of Teynham) had also held a meeting jointly with Norton Parish at which a resolution had been passed that the County Council be informed that the residents of Lewson Street (which is to all intents and purposes Norton Village) would prefer to be part of the Parish of Norton in any boundary reorganisation. It was felt that some of the residents now officially in Tonge Parish but part of the Kingsdown community would similarly prefer to be joined with Kingsdown in any boundary adjustments but so far no formal petition to this effect had been made. No approach could be made officially to the County Council until Lynsted had held a public meeting to pass a similar resolution assuming that the views of the Parish coincided with those of its Council. The clerk was directed to issue the necessary publicity for a Public meeting to be held on Monday the 4th January.
The meeting recorded its disappointment that the Teynham Parish Council's attempt to get a pedestrian crossing for Greenstreet had suffered the same fate as earlier attempts by Lynsted. The members still felt strongly that something was needed. One factor that added to the hazards of getting across the road was the excessive speed of the traffic. It was felt that efforts to reduce the speed of traffic would help the situation tremendously. The introduction of a lower speed limit or action to enforce the existing limit were the two alternatives suggested and the Clerk was directed to raise the matter with the Police.
The Council were also concerned at the number of cars that now appeared to be almost permanently parked at the lower end of Lynsted Lane where the road was very narrow. The Clerk was also directed to take this matter up with the Police.
Where the improvement to Lynsted Lane terminated at Cambridge Lane the road narrowed abruptly and the traffic going up the Lane was faced with a stone wall at this point. The Council directed the Clerk to ask the County for red reflectors here to minimise the dangers at night.
At the top of the Lane near the Swedish Houses tradesmen's vehicles serving these houses had to park on the outside of the bend and this made it very difficult for traffic going up the Lane to get past as it meant taking the bend "blind" on the wrong side of the road. The only real answer here in the council's view was a "lay-by" and the Clerk was asked to write to the road authority accordingly.
Recently the telephone system in Lynsted had suffered interruptions that had appeared to coincide with prolonged rainy spells. It was agreed to refrain from action unless it happened again.

An application had been received by the Swale R.D.C for planning permission to develop Aymers with 15 houses necessitating the demolition of Aymers Lodge & Aymers itself.
The Clerk pointed out that in 1956 an application had been made and permission obtained for the building of 14 houses fronting onto the existing drive. As this had only been outline permission this permission had expired after two years. A provisional layout was submitted with the application under discussion and was unanimously approved by the Council subject to the retention of as many of the trees as possible and the provision of adequate site-lines on to the Lynsted-Doddington Road. The Clerk was directed to inform the Swale R.D.C of the Council's views. A. F. Braham Chairman

The Council were informed that Mr Wilkins was now in hospital during the week coming home at weekend, and was responding to treatment. The Clerk was asked to write to Mr Wilkins and convey their wishes for a speedy recovery.
The Clerk reported that he had not yet heard officially from the Police regarding the queries raised at the last meeting. He had also not yet heard from the K.A.P.C regarding the boundary adjustment procedure.
The Telephone system in Lynsted had again been interrupted and the Clerk was directed to take the matter up with the G.P.O.
The Clerk had now got the all clear from Teynham P.C. & the Ministry regarding moving the light on the A2 near Claxfield Road and the Clerk was directed to obtain the necessary quotations.
The Accounts (auditted) (sic) for 1963-64, the current financial position and the estimates for 1965-66 were discussed and approved.

The Clerk read a letter from the G.P.O. concerning the recent troubles with the service. This stated that it was now hoped that all defects had now been remedied.
The Clerk also read a letter from the Kent Constabulary concerning various speeding and parking matters and these were being watched.
Regarding the voltage drops Seeboard had written to query the extent of the troubles complained of and requested names of people affected. As this trouble only occurred during heavy consumption periods the Council felt that there was no point in any further investigation at the present time.
The Council approved the Playing Field ByLaws (sic) and nominated the Chairman & Vice Chairman to sign the document when prepared.
Mr Ivory reported on R.D.C matters and stated that there were 4 of the 8 homes started at Cellar Hill nearing completion.
Mr Wyles stated that there was nothing further to report on Playing Field matters but the next meeting was on Thursday.
Mr Ivory reported on the work of the School Managers. There were now 46 children on the Roll; the hall has been painted & the playground surfaced. The children were now attending the baths for swimming lessons.
The Lighting Committee had nothing to report but was asked to look into the question of further lighting for Cellar Hill and the Clerk was asked to find out the views of Teynham Parish Council regarding the possibility of an additional light near the bus stop in Greenstreet.
The Footpath Committee had nothing to report but was asked to look into the question of the parking of cars on the right of way that leads from Greenstreet to the village.

The Clerk read a letter from the Clerk to Teynham Parish Council which stated that whilst they were prepared to contribute towards moving the light opposite Claxfield Road, they were not prepared to consider helping towards a light near the Bus Stop in Greenstreet.
The question of the obstruction by parked vehicles to the right-of-way leading from Greenstreet to the village it was discussed (sic) and it was decided to erect a "no-parking" notice-board.
The Clerk read a letter from Mr Leigh Pemberton who used to represent Lynsted on the K.C.C which stated that consideration would be given to the extension of the improvement of Lynsted Lane in the next financial year. The Clerk was asked to inform the present representative for the area of the position and to ask him to keep the matter before the Council.
The Clerk was also asked to write to the K.C.C regarding the surfacing of the road through the village and the extension of the arm to the light at Vigo Terrace which had been set back as a result of the road works.
A letter had been received from the Swale Rural District Council asking if the Council wished the County Council bye-law regarding the fouling of footpaths by dogs to be applied to their parish. The Council felt that as they did greatly suffer from this and there were difficulties in enforcement they would not ask for it to apply to Lynsted. (sic)
Messrs Brett, Cork & Olney were elected to serve on the Lighting Committee.
Messrs Ivory, Goldberg & Olney were elected to the footpath Committee.
Messrs Braham & Ivory were elected to serve on all Kent Association of Parish Councils meetings & committees.
Messrs Broad, Cork & Wyles were elected to serve on the Playing Fields Management Committee.
The confusion over the position of the Bus Stop at Batteries Terrace was discussed and it was agreed to approach the Bus Company informally to see if a post giving the exact position could be erected.
It was reported by the Playing Fields representatives that two tennis courts were now ready on the ground.
It was agreed to carry out a fresh footpaths review in light of the circular sent to all owners.

The Light at Vigo Terrace was discussed again. The Clerk said that the KCC were prepared to pay for the light arm at Vigo Terrace to be extended. However the Council felt that there might be more merit in transferring the light to the other side. The Lighting Committee was asked to investigate and report.
As regards the Bus Stop at Batteries Terrace the Clerk reported that he had heard from the Bus Company but that unfortunately the appropriate gentleman was on holiday but would be contacting the Clerk on his return.

Mr Ivory reported on R.D.C matters. His report included the fact that 2 bungalows had been started in Cellar Hill.

Mr Ivory reported on School matters. The last meeting had been poorly attended and little had been achieved.
There was nothing to report from the footpaths & lighting committees.
Mr Wyles reported on the Playing Fields. A proposal as a result of this report to subscribe to the Kent Playing Fields Association was defeated. It was reported that the Fete had been successful.
The Stoney Hill Footpath from Cambridge Lane was reported to be in a shocking condition and the footpath Committee was asked to look into it.
The next meeting was arranged for the 9th August.
The Board for the Greenstreet-Lynsted Footpath to prevent parking at the Greenstreet end had been prepared. The Clerk and Chairman said they might be able to find out where the footpath actually was. A. F. Braham Chairman

A meeting of Lynsted Parish Council was held at the School on the 9th August 1965. Present were Mr A. F. Braham (in the chair), Messrs A. Brett, Mr L. G. Clark, Mr G. E. Cork, G. C. Ivory, B. S. Goldberg & C. F. Olney. Apologies were received from Mr R. Wyles.
The Clerk reported that he had discussed the question of the Bus Stop at Batteries Terrace with the Bus Company and they had arranged that the Bus drivers should stop at the lower end near the telephone box.
The Clerk had no correspondence.

There was nothing to report on K.A.P.C. matters. The Clerk had still heard nothing further regarding the Council's boundary proposals save that the appropriate Committee was looking into it.
The Clerk reported that the Fete held at the playing fields had been successful and raised over £120. This would not be available to the Committee as the organisers wish to have a working capital for future activities.
The Lighting Committee reported on the question of the light at Vigo Terrace and no decision could be reached as to to (sic) what could be done. It was agreed to visit the site and discuss it. It was also agreed that the question of making the light outside Fir Tree Cottage by cutting down trees & hedges might be looked into at the same time.
The footpaths Committee asked the Clerk to bring the footpath map with him for the next meeting.
Two R.D.C matters were raised at the meeting. It was agreed that the Representative should take up the points where applicable.
The footpaths to the houses at Vigo Terrace had been steepened by the road improvements and there were complaints that some tradesmen were threatening to withdraw deliveries. The Council did not see what could be done as there was no scope for putting in a service road.
The access road to Batteries Terrace Garages although wide enough required surfacing over the whole area. The next meeting was arranged for Monday the 20th September.
After the indoor meeting the Councillors and Clerk met outside Vigo Terrace to discuss the lighting problems. Their conclusions were as follows:-
(a) That there was not a lot that could be done to improve the situation regarding the Fir Tree Cottage light.
(b) That the clerk should obtain quotations for the Vigo Terrace light with a longer arm and the lamp changed to a mercury light and for comparison with the work for which the K.C.C were prepared to pay, a quotation for the present light on an extended arm. A. F. Braham

A meeting of Lynsted Parish Council was held at the School on the 20th September 1965. Present were Mr A. F. Braham (in the chair) Messrs A. Brett, Mr E. V. Broad, Mr L. G. Clark, Mr G. E. Cork, Mr G. C. Ivory, Mr B. S. Goldberg & Mr C. F. Olney.
The members recorded their sorrow that Mr Wyles was in hospital and the Clerk was asked to write to him to convey their good wishes to him for a speedy recovery. The minutes of the last meeting were read confirmed and signed.
The question of the Footpaths Map was raised again and the Clerk reported that it had still not come to light. It was agreed that Mr Ivory should check with the R.D.C to see if he could get a copy.
Mr G. C. Ivory reported on R.D.C matters. 4 houses at Cellar Hill have been completed. There had been a number of refusals for the flatlets at Teynham. There will be an official opening in November.
The question of the No Parking sign at the footpath from Greenstreet to Lynsted was discussed again. It was agreed that Mr Clark should see Mrs George and the foreman about it.
Footpaths were discussed especially the responsibilities of Parish Councils in relation to them. It was agreed that the chairman should sort out the name of the "Open Spaces" organisation who might be able to help and the clerk would check with the N.A.P.C to see if they had any literature on it.
The Clerk reported that he had not yet heard from Seeboard regarding the lamp at Vigo Terrace and the alternative quotes for lengthening the arm and providing a mercury lamp.
The Clerk also reported that he had still not heard from the K.A.P.C regarding the Boundary re-organisation. The next meeting was arranged for the 2nd November. A. F. Braham. Chairman

A meeting of Lynsted Parish Council was held at the School on Tuesday the 2nd November 1965. Present were Mr A. F. Braham (in the chair), Messrs A. Brett, Mr L. G. Clark, Mr G. E. Cork, Mr B. S. Goldberg, Mr Cl. F. Olney and Mr R. Wyles. Apologies for absence were received from Mr Broad and Mr Ivory. The Chairman welcomes Mr R. Wyles back after his recent illness and members expressed their hope that he would soon be fully restored to health.
The Clerk reported that he had now heard for the Kent Association of Parish Councils regarding the boundary re-organisation and grouping proposals evolved for Lynsted, Norton & Kingsdown. Apparently an application for grouping from us would be the first in Kent but they advised submitting our proposals as suggested. The Council agreed that they would go ahead and the Clerk was directed accordingly.
The Clerk also reported that he had received quotations for the various alternatives for a lamp at Vigo Terrace. A lamp on a 4ft extended arm would cost £35 with a 2ft arm £25 (both with mercury lamps). To reposition would cost an extra £12 for a pole with erection costs of £3.
The footpaths map was again discussed (the original had disappeared and not yet been traced). The Clerk reported that he would shortly have available the new footpaths map which would be open to public inspection. It would be brought to the next meeting.
The erection of the notice board at the entrance to the Greenstreet-Lynsted footpath was again discussed at some length. It was agreed that no action should take place until the outcome of certain changes of ownership were known.
The Clerk reported that the Swale R.D.C were proposing to hold an informal meeting with Parish representatives at 7.45 p.m. on the 16th November at their offices to discuss the coming review of County Districts and three members of the Council were invited to attend.
The following Councillors were nominated to represent Lynsted at the meeting:- The Chairman, Mr Ivory and Mr Goldberg.
There was nothing to report on the Lighting & Footpaths Committees nor from the Playing Fields.
Mr Ivory's report on the work of the School Managers (given by the Clerk) referred to the fact that there were now 48 on the School Roll.
His report on the work of the K.A.P.C. (also given by the Clerk) stated that the last meeting had again been concerned mainly with Boundary reorganisation.

A meeting of Lynsted Parish Council was held at the School on Tuesday the 4th February. Present were:- Mr A. F. Braham (in the chair) & Messrs A. Brett, E. V. Broad, L. G. Clark, G. C. Ivory, C. F. Olney, B. S. Goldberg and R. Wyles.
It was agreed that the notice board (acquired recently and designed to prevent parking on the Greenstreet-Lynsted footpath) should be erected.
The Clerk reported that the provisional footpaths map had been available for public inspection but no comments had been received.
Regarding the existing lamp at Vigo Terrace that was moved back during the widening of Lynsted Lane it was agreed that the clerk should place an order for a new Mercury lamp with a four-foot extension to be fitted to the existing pole.
The Clerk apologised to the council for failing to inform Swale of the Council's representative at the first meeting and to give adequate notice of the cancellation of the second meeting.
The Lighting Committee were asked to review the lighting in Cellar Hill and report their recommendations to the next meeting.
Mr Goldberg referred to the proposals for the provision and erection of seats in Greenstreet and said they were going ahead. The Scheme was to be paid for by public subscription and Mr Goldberg was prepared to accept any donations. Teynham Parish Council had been most helpful in ironing out any difficulties regarding the siting of the seats on the footway on their side of the road.
The Clerk was directed to write to the divisional Surveyor regarding the flow of water from land drains into Cambridge Lane; regarding a dangerous footpath crossing in Lynsted Lane; and regarding the deteriorating state of the junction of Cellar Hill with the A1.
The Clerk was directed to write to the Water Company regarding the water-main in Cambridge Lane which tended to spring-a-leak nearly every time there was a cold spell.
The estimates for 1966-67 were examined in detail & approved. The result of their adoption means a 4d parish rate as last year.

The Clerk was directed to write to the Swale R.D.C regarding the renewal of the smell from the piggeries and the deteriorating state of the property adjacent to Cellar Hill & the A2. A. F. Braham

A meeting of Lynsted Parish Council was held at the School on the 15th March 1966 after the Parish Meeting. Present were Mr A. F. Braham (in the chair), Messrs A. Brett, L. G. Clark, G. Cork, B. S. Goldberg, G. C. Ivory, C. F. Olney & R. Wyles. Apologies were received from Mr E. Broad.
Mr G. C. Ivory & Mr A. F. Braham were appointed as School Managers for 1966-69
The clerk reported that he had received a complaint about the lack of a war memorial for the 1939-45 war from a Mr Woodin on behalf of the relatives of Rifleman Fisher who was killed in the war. The Council felt that unless there was any demand from the Parish as a whole they should not take any action in the matter. It was also pointed out that after the war money was collected for a Playing Field which was extended to be the war memorial for Teynham & Lynsted.
Third Party Insurance was discussed and the Clerk was asked to get quotes for the next meeting.
Mr Ivory reported on R.D.C matters. In Cellar Hill all houses & Bungalows are complete. The Swale rate has not gone up.
There was nothing to report from the K.A.P.C., Playing Fields and the School Managers.
The Lighting Committee recommended the following in Cellar Hill:-
(a) New light on Pole 22
(b) Transfer existing light from Pole 23 to 24
(c) New light on pole 27
The Clerk was directed to obtain quotations for this work. The lighting committee was asked also to look into the lighting of Batteries Terrace.
The Clerk was directed to write to the K.C.C about the following:-
(a) There were potholes at the junction of Batteries Close with Lynsted Lane.
(b) Where Lynsted Lane had been strengthened during the motorway contract the surface was deteriorating.
Mr Ivory produced copies of the Footpaths map and the Clerk agreed to colour them to make them more readily readable.

The Clerk reported that he had heard from Mr Woodin again and read a copy of his reply. The Clerk was also asked to find out the current position regarding the Memorial from the Vicar.
The Clerk reported that the council had Third Party Insurance.

The appointment of the two managers nominated by the Council was confirmed. In response to a query by one of the members Mr Ivory pointed out that the other Managers (nominated by the Education Committee) were Messrs F. Brice, L. Easton, A. G. French & S. R. Dixon.

Messrs Broad, Cork & Wyles were elected to serve on the Playing Fields Management Committee [Prop: Mr Ivory; Sec Mr Olney]; Mr G. C. Ivory was invited to attend the National Conference of Parish Councillors on behalf of the Council.
Mr Ivory reported on R.D.C matters. Owing to a change in the area of his employment Mr Ivory referred to the necessity of his resignation. He also reported recent moves by the Maidstone & District to curtail the local services and asked for the Council's views where these affected Lynsted. A long discussion took place. At the moment there are only late evening buses on Wednesday, Friday, Saturday & Sunday and it is now proposed to run a late bus on Saturdays only. It is also proposed to omit the Sunday service altogether. The Council felt this was a bad move. Many people were dependent on the evening buses for the cinema & evening visits to Sittingbourne. The Sunday service was essential for hospital visiting which was only possible for many on a Sunday.
There was nothing to report on K.A.P.C, Playing Fields or Lighting matters.
Mr Ivory reported on School Matters. Miss Godfrey was leaving but Mr Ivory said that this was not yet for publication.
At the time of the meeting the smell from the piggeries was particularly in evidence and the Clerk was asked to find out from the Swale R.D.C when they would be able to report on the matter. The next meeting was arranged for Tuesday the 28th June 1966. Vice Chairman R. Wyles 9 August

A meeting of Lynsted Parish Council was held at the School on Tuesday the 9th August 1966. Present were Mr R. Wyles (in the chair), Mr A. Brett, Mr E. V. Broad, Mr L. G. Clark, Mr. C. F. Olney, Mr G. Cork & Mr B. Goldberg. Apologies were received from Mr A. F. Braham & Mr G. C. Ivory. The minutes of the meeting held on the 10th May were read confirmed and signed.
The Clerk apologised for the delay in calling the meeting. He had cancelled the previous meeting owing to his not being available and had subsequently found that the revised date coincided with the election.
After some discussion it was agreed that the date of the meeting arranged by the Council should always stay fixed irrespective of the availability of the Clerk. The Clerk agreed to make all documents available to the Chairman in the event of his not being able to attend.
The Clerk read a letter from Mr. T. Boston M.P. concerning the Lynsted War Memorial and a copy of his reply. It was agreed to take no action in the matter.
The question of buses was discussed generally and Mr Broad pointed out that on recent trips on Sundays the total fares had varied in total from 4d to 1s 10d.
The Clerk asked the Council whether in future he should invite Mrs Andrews the R.D.C Councillor to attend the meetings to report on R.D.C matters. There had been a precedent for this when Mr Waters was first elected to the R.D.C Council and before he became a parish Councillor. In recent years the R.D.C representative had been a parish Councillor. It was agreed that the Parish Council and R.D.C representative should cooperate wherever possible and the Clerk was asked to write Mrs Andrews to attend the next meeting.
On Playing Fields matters it was reported that a successful Fete had been held. The Welcome Home Committee had been re-vitalised and had elected three active members onto the Management Committee.
There was nothing to report on Lighting or Footpaths matters nor from the K.A.P.C.
The clerk was asked to write to the Swale Road Safety Officer concerning Lynsted Lane and ask that the Speed Limit be extended for the full length of the Lane. He was also asked to write in support of the Management committees request for a Speed Limit adjacent to the Playing Fields in Frognal Lane.
Mr Goldberg reported that sufficient funds for three seats in Greenstreet was raised within two days. Everything was on order and the Clerk was asked to write to Teynham P.C. to confirm that although they were situated in Teynham Parish Council Territory Lynsted would accept responsibility for them.
The Clerk was asked to write to Mr Newman and inform him that complaints had been received regarding the fence in front of his cottage obstructing the vision of those entering Lynsted Lane from Bumpit.
The Clerk was also asked to write to Mrs Andrews concerning a Mr Marsh of Batteries Terrace who was becoming a nuisance to the other tenants to see if she would raise the matter with the R.D.C.
The Clerk was also asked to write to Mr Grisdale regarding Mill Lane on which there was a very dangerous bend. Mr Guy French would be able to inform Mr Grisdale of details of the troubles that had been caused by this.
Mr Olney reported that he had been approached about extending the water at the allotments to the lower end. The Council decided to take no action.
The Clerk reported that Mr Braham had asked him to raise the question of wastepaper baskets for the village. It was agreed that the Clerk should contact Swale R.D.C. on the matter.

Mrs Andrews reported that she had taken up the matter of Mr Marsh and he was to receive a letter from the R.D.C.
The Clerk reported that he had taken up the matter of the 30mph limit for Lynsted Lane and this would be placed before the Committee meeting on the 10th November.
He also reported that he had not heard regarding the wastepaper baskets although he had written at the same time, and he had not yet written to Mr Newman.
On R.D.C matters it was reported that Batteries Terrace was to be re-painted.
On K.A.P.C. matters the Sheppey Island re-organisation was referred to and the fact that Swale were not notifying R.D.C's on planning matters.
On P.F. matters it was reported that the Committee was finding it hard going financially and was considering asking its parent councils for more money. It was hoped as had been done in the early days of the Committee to have a joint meeting of the Parish Councils to consider the finances of the Management Committee. The Clerk was asked to arrange for estimates for 1967-68 to be available at the next meeting.
On School Managers affairs it was reported that there was a new Headmaster. Mr Goldberg asked whether sport was encouraged as his own Son had been unable to play recently. This was referred to the School Managers.
The Lighting Committee had nothing to report.
During the Footpaths discussion it was suggested the clerk write to the K.C.C to see if they would clear Footpath CRF 268.
The Clerk was asked to write to the K.C.C also concerning the hedge that was sticking out apposite Orchard House and the state of the footpath on the Lynsted side of Greenstreet.
The clerk was also asked to approach Mr King of 64, London Road about the lack of guttering on his property near the bus-stop.

A meeting of Lynsted Parish Council was held at the School on Tuesday the 1st November 1966. Present were Mr R. Wyles (in the chair), Messrs A. Brett, E. V. Broad, G. E. Cork, B. S. Goldberg, G. C. Ivory, C. F. Olney & L. G. Clark. The Clerk apologised for not inviting Mrs Andrews which was due to an oversight on his part. The Minutes of the last meeting were read confirmed & signed.
The Clerk reported that he had written to Mr Newman regarding the complaint at the last meeting concerning his fence restricting the vision of traffic entering Lynsted Lane from "Bumpit" Lane. He had been asked for his views so that these could be presented to the meeting when the matter was discussed by the Council. However Mr Newman had taken this as an invitation to attend the meeting to present his views in person. The Clerk had agreed to this. As Mr Newman had already arrived the matter was discussed with him straightaway. After a lengthy discussion no real conclusions were reached save that Mr Newman had not proved that his action had not increased the hazard. The clerk was accordingly directed to refer the matter to the police for their comments.
The Clerk had nothing further to report on the Council's request for an extension of the 30 mph limit to cover the whole of Lynsted Lane. He had had correspondence concerning the exact length referred to. The Clerk pointed out that the Road Safety Committee did not meet until the 18th November.
The Clerk reported that had also had (sic) correspondence with the R.D.C regarding the suggested siting of the wastepaper baskets. He had suggested the post office & the pub as the best points.
The Clerk reported that he had heard from the K.C.C on the following:-
(a) The hedge sticking out opposite Orchard House that had been a hazard to cyclists. This had been attended to.
(b) The state of the footpath on the Lynsted side of Greenstreet. This would be done as far as finances permit. The KCC were of the opinion it was being caused by traffic parking on the footpath. The Clerk was asked to write to the K.C.C and ask that at least the dangerous parts should be attended to right away.
(c) The state of public footpath CRF 265. This would be cleared. The Council thought that they originally meant to include FP 264 the remainder of the route from Cambridge to Cherry Gardens and the Clerk was directed to write and confirm this.
He had not heard regarding the troubles in Mill Lane near Sunderland Farm. He was directed to write again on this matter.
The Clerk referred to the request of the Council for estimates for 1967-68 from the Playing Fields Committee to enable them to consider the Committee's request for a review of their "precept" from the Councils. He had reported this at the last P.F. Committee meeting and the Treasurer had agreed to attend in person and would address the Council as to the Financial Statements.

As the Clubs already did a lot of their own preparation work the Committee decided not to raise their fees and any increase would not really alleviate the position.

On the proposal of Mr Goldberg (after a lengthy discussion during which Mr Groves answered the Council's questions), seconded by Mr Cork the Council agreed to a 1½d rate next year for the playing fields.

The Clerk was asked to obtain a quotation for an additional lamp on the existing pole No 116 at Batteries Terrace and for an extension arm for that light on Pole No 24.
The Clerk was also directed to see if anything could be done about the Willow Tree at "Walnuts" which overhung the road.
The Clerk was also directed to write to the K.C.C on the method of disposal of water from the road at Bogle near the site of the old pond.

Arising out of the minutes a discussion took place on the visit of Mr Newman to the last meeting and the Council still felt that there was a danger and asked the Clerk to report this to the Road Safety Committee of the Swale R.D.C.
The Clerk had not heard yet regarding the Speed Limit request for Lynsted Lane, nor regarding the Council's support for the Playing Fields Committee's request for a limit in Frognal Lane.

During discussion on the playing Fields it was agreed that more detailed accounts should be furnished at the end of the year by the Management Committee.
The Clerk was asked to remind the Kent Association that Mr Goldberg had replaced Mr Ivory on the Kent Committees.
Reporting on the School Mr Ivory reported that under the acting headmaster fund raising had been successful. The new headmaster takes up his appointment next term.
The Clerk was asked to write to the G.P.O about the telephones being out of action recently.
He was also directed to write to the KCC about the water in Cambridge Lane which recently discharged onto the road during frosty weather and made the road surface very dangerous.
He was also asked to see Mrs Hargraves about a Willow tree that overhung the road in Cellar Hill.
The Council thought that the idea of a Father Christmas delivering presents on Christmas Day as intended by the Welcome Home Committee was a good one and the Clerk was asked to let the Committee know of their views.

A meeting of Lynsted Parish Council was held at the School on Monday the 6th February 1967.
Present were:- Mr A. F. Braham (in the chair), Messrs G. C. Ivory, L. G. Clark, B. S. Goldberg, G. E. Cork & R. Wyles.
The minutes of the last meeting were read confirmed and signed.
The Clerk reported that he had heard from K.C.C. regarding the dangerous bend in Claxfield Road and they intended to put reflectors on the fence at that point. Mr Cork reported that since the last meeting another vehicle had gone through the fence. The Council felt that this was inadequate and that some advance warning was necessary. The Clerk was directed to write to the Divisional Surveyor and state the Council's views.
The Clerk reported that he had heard from the K.C.C concerning the flooding at "Bogle". Remedial works would be carried out as soon as funds were available.
The Clerk was directed to write to the Divisional Surveyor to find out when this would be.
The County Council had written regarding the request for a 30 m.p.h. limit on the remainder of Lynsted Lane. This had been refused. The Council felt that this was inadequate especially as there was no footpath for part of the length concerned especially as it was used by children twice a day. The Clerk was directed to write to the K.C.C drawing their attention to the Council's request and to suggest if they couldn't restrict the speed perhaps they could expedite the second stage of the Improvements scheme.
The Clerk referred to letter which had been circulated to the members for their views concerning the proposal by the Swale R.D.C to extend the period of planning consent for the greyhound track for five years. The deadline for the Council's views was before the meeting. The fact that no member had raised any objection was passed to the R.D.C.
The Council felt that the method adopted by the Clerk precluded collective discussion.
The Clerk was directed to call a special meeting if similar circumstances in planning matters arose again.
The Clerk was also directed to include, when circulating the agenda for a meeting, copies of all planning correspondence together with any other communication about which he felt the the (sic) members should have prior notice.
The Council had been asked whether they wanted a County Council Bye-law about the fouling of footways by dogs to apply for Lynsted. The Council felt this should apply but were concerned about a joint policy for Greenstreet with Teynham.
The Clerk was directed to ascertain Teynham's views on the matter.
The Clerk presented the estimates for 1967-68 to the meeting. The monies required would mean a 4d rate as at present. The Estimates were adopted.

A Special meeting was held at Forge Cottage on Monday the 27th February. Present were:- Councillors Brett & Olney & the clerk D. A. Bage.
The only item on the agenda was the application by a Mr Macgashi to develop land at Orchard Cottage as a site of breeding kennels. The two members present had no objections. The Clerk pointed out that two members hardly represented a Quorum and as he had the views by telephone of Mr Braham & Mr Ivory which were to the contrary it was agreed that the Swale Council should be informed that the members had no uniform views on the matter. The Clerk also pointed out that Mr Braham had informed him that there was little likelihood of it taking place as the land had been bought by somebody else who wished to farm the land. R. A Meeting of Lynsted Parish Council was held at the School after the Annual Parish Meeting on Wednesday the 22nd March 1967. Present were: Messrs R. Wyles (in the chair), G. C. Ivory, B. S. Goldberg, G. E. Cork & Mrs Andrews the R.D.C representative. Apologies were received from Mr A. F. Braham. The minutes of the last meeting were read confirmed and signed.
The clerk reported that he had not yet seen Mrs Hargraves about the weeping willow in her front garden. The Clerk was directed to write to her.
The Clerk reported that he had received quotation from Seeboard for various lamps as follows:-
(a) New lamp on existing pole at Batteries Terrace £44-10-0
(b) 2 Additional lamps in Cellar Hill on existing poles £76-5-4
(c) Reposition lamp in Cellar Hill to existing pole £15-0-0
The Clerk was directed to accept quotes (a) & (b) but ask for a revised quote on (c) to include for a new mercury lamp and an extended arm.
The Clerk reported that he had heard from the K.C.C on the following matters.
(a) The reflector posts in Claxfield Lane will be erected before the end of the month.
(b) The extension of the surface water drain from Batteries Terrace to the drain at Bogle will be made at the time of the road widening.
(c) The road widening scheme will be included in the estimates for next year.
(d) Drains will be laid up Cambridge Lane to deal with the water discharging from the fields.
(e) The new fence at Pond Cottage does not constitute an encroachment, but Mr Grisdale would like some information on the type of fence that was there before.
The Clerk was directed to write to our K.C.C member to press for the road widening.
He was also asked to write to the Divisional Surveyor and inform him that the fence at Pond Cottage was a short spile fence over which the motorist could see.
The Clerk reported that Teynham P.C. were operating the byelaw regarding the fouling of footpaths by dogs already.
The Clerk was directed to inform the K.C.C. that they wished this bye law to apply to them also.
The Clerk reported that the K.A.P.C had written about the Best Kept Village Competition.
After discussion the Council agreed to enter for the Competition. They felt that even if they did not win it might help people to be less "welfare-state" minded. Instead of moaning that "they" had not cleared up better or cut verges, if it offended the (sic) might do something about it themselves. The Clerk was directed to enter the Council for the competition.
Mrs Andrews reported on R.D.C matters:
(a) The footpaths in the main road are to be done. The Police will prosecute offenders.
(b) There had been address confusion between Batteries Terrace & Batteries Close and the M.P. had been approached by a resident.
(c) There are to be more garages at Batteries Close for Lynsted Council tenants.
Mr Wyles reported on Playing Fields matters:
(a) The treasurer was reasonably happy.
(b) The Committee was faced with buying new gang mowers.
Mr Ivory reported on School matters:
(a) There are now 45 on the roll and this should be 50 by the Summer.
(b) There was a burglary at the School.
The Clerk was directed to write to the K.A.P.C and see if the Council could use its free-fifth to purchase a team cup to replace the one stolen.
Parking at the entrance to Cellar Hill was discussed. The Clerk was directed to write to the Police and ask for parking to be restricted as far as No 1 Cellar Hill.
Appreciation of Sgt Corke's help to the Council was recorded at the meeting. The Clerk was directed to write Sgt Corke and thank him for his help during his time as Sgt. for the parish.

The Annual meeting of Lynsted Parish Council was held at the School on Monday the 5th June.
Present were Councillors Braham, Broad, Clark, Cork, Hamlyn, Knowles, Ivory & Wyles.
Apologies were received from Mrs Andrews. Mr A. F. Braham was elected chairman and MR R. Wyles Vice chairman. The Chairman welcomed the newly-elected members Mr Knowles & Mr Hamlyn.
The Clerk was asked to investigate the light recently installed at Vigo Terrace which did not appear to be on a 4 ft arm as ordered. Mr Wyles asked whether the proposed 4ft arm on the new light in Cellar Hill would be long enough and the Clerk was asked to obtain an alternative quote for a lamp with a 10 ft arm.
Further discussion took place regarding the Fence at Pond Cottage which was obscuring the vision of motorists leaving Bumpit Lane. The matter was under discussion with the K.C.C and the Clerk was asked to raise the matter with the local road safety Committee. Accidents had occurrred (sic) at the junction recently and the Council regarded the matter as urgent.

Ivory & Mr Hamlyn were elected to represent the Council at K.A.P.C. meetings. The Clerk was asked to write to Mr North the R.D.C representative and invite him to attend future meetings.
The state of the verges and hedges in the Parish was discussed and the Clerk was asked to write to the K.C.C. and draw their attention to the overhanging hedges in Lynsted Lane below the Swedish Houses and Cellar Hill above Well House. The method of cutting the verges left a lot to be desired. When mechanical cutting had first been introduced the result was extremely good but now the workmanship was very bad. Many places were hardly cut at all and what cuttings there were were left on the road. The Clerk was asked to write on this matter as well.
The Clerk was asked to write to Seeboard to point out the current position regarding the improvement of the supply to Batteries Close.
The clerk reported that he had received a letter from the Parochial Church Council regarding the possibility of an increase in contribution towards the churchyard. The increase in contribution could be made in the present financial year but it would be reconsidered when next years (sic) estimates were made. for the benefit of new members it was pointed out that the Churchyard was available to the Parish as a whole but its costs at present were borne by a small section of the Parish. With this fact in mind the Council agreed to contribute a sum not exceeding £35 per annum towards the upkeep of the Churchyard & its extension. If there was no Churchyard available it would be obligatory for the Council to provide a burial ground.
Lynsted's entry into the Best Kept Village Competition was discussed at length. The entry had received publicity and had been feature in the local press. A number of private houses were looking decidedly neater. The clerk was asked to write to both the K.C.C and the Swale R.D.C and draw their attention to Lynsted's entry and ask for their cooperation. A small sub-Committee consisting of Messrs Braham, Hamlyn and Ivory was appointed to co-ordinate voluntary effort to keep the village in good trim.
The state of the footpath in Greenstreet on the Lynsted side was again discussed. Although the Clerk had had correspondence with the K.C.C and had been told that something would be done, he was asked to write again and get some more definite information.
Mr Wyles on behalf of the Management Committee pointed out that the Playing Fields Fete would be held on the field on the 24th June.
The possibility of signposting of footpaths was passed to the footpaths Committee.
The members asked the Clerk if he could arrange a service for the members at the Parish Church as had been fixed on the formation of the last Council. The Clerk agreed to do so.
It was agreed that the Chairman would approach Mr Ashley Smith informally regarding the possibility of a preservation order on his trees fronting Lynsted Lane.
The day of the week most suitable for future meetings was discussed and it was decided that in future meetings should be on Tuesdays until future notice (sic). The next meeting was arranged for the 18th July. R. Wyles Vice Chairman 18 July 1967

A meeting of Lynsted Parish Council was held at the School on Tuesday the 18th July 1967. Present were: Councillors R. Wyles, H. Knowles, G. Cork, G. C. Ivory, L. G. Clark, M. Hamlyn & Mrs Andrews together with R.D.C representative Mr North and the Clerk D. A. Bage. Apologies were received from Councillors A. F. Braham and E. V. Broad. Mr R. Wyles was in the chair.
It was reported that the electricity supply to Batteries Close had been augmented.
The light at Vigo Terrace was again discussed and the Clerk was directed to write again to Seeboard. The lamp did not appear to have a 4ft arm and the time switch used had been the one from the old lamp.
The Clerk reported that he had heard from the Police about their request to restrict parking at the entrance to Cellar Hill and they had asked for the grounds of the complaint. The clerk was directed to refer to the following points:
(a) the parking usually occurs during hours of surgery at the nearby doctors'.
(b) the vision of motorists leaving Cellar Hill was obscured.
(c) Parked cars forced pedestrians into the road who were then easy targets for motorists entering Cellar Hill.

Mr Ivory Reported on the work of the School Managers. Activities at the School were on the increase. It had been reported at the meeting that a number of accounts were outstanding. The Clerk reported that he knew of no accounts that had been received and not paid. He was directed to write and find out the details of any accounts outstanding. The Clerk reported that he had received a letter of thanks from the K.E.C for the cup recently donated.
Mr Hamlyn reported on K.A.P.C matters. The main concern at the moment was the future of the Parish Councils in any new local government re-organisation. Those concerned that Parish Councils should survive should make their opinions felt at every available opportunity.
Mr Ivory reported on lighting matters. It appears that the there (sic) was an error in the numbering as previously reported.

Mr Hamlyn reported the progress of Best Kept Village Sub-Committee. The Clerk reported full cooperation by the K.C.C but the R.D.C were unable to promise any attention to their homes in the village. The rural district council felt that where other properties were more in need of repair these should take priority and they should not be influenced by the needs of the competition. The support from voluntary helpers was encouraging. The Parochial Church Council had identified itself with the campaign and the Church members would help. The Council expressed its gratitude to the members of the Sub-committee and there was not doubt that the village was showing a marked improvement.
The nuisance from the Piggeries was discussed again and the Clerk was asked to write once more to the Swale R.D.C and ask if something could be done about the flies that swarmed through the houses every time the cooking was carried out in such a manner that there was a smell.
The fence at Pond Cottage was again discussed and a decision was deferred until the members had met on site. This was arranged for Thursday at 8.0 p.m.

A meeting of Lynsted Parish Council was held at the School on Tuesday 5th September 1967. Present were Messrs Clark, Cork, Hamlyn, Ivory, Knowles & Wyles. Mr Wyles was in the chair.
It was reported that there was now an improvement to the supply at Batteries Close as a result of work recently carried out.
The Clerk reported that the Police had been to see him about the parking at the entrance to Cellar Hill. A notice had been placed in the waiting room at the Doctors' surgery and the position was being watched. The Clerk was asked to inform the police that although there was an improvement incidents were still occurring. The Clerk was asked to write to the Police and draw their attention to this and to Lynsted Lane where too the entrance often tended to be cluttered with parked cars.
The Clerk reported that the complaint regarding the flies nuisance from the piggeries would be coming before the September meetings of the R.D.C. The Council were somewhat concerned that the matter could only at present be dealt with at meetings and the correspondence become somewhat protracted. If a Committee could be formed with power to act between meetings this could speed things up from this end. A Standing Committee with power to act was therefore appointed with members at present to be Messrs M. Hamlyn, and A. F. Braham. Its powers were limited at present only to matters in connection with the nuisance from the Piggery.
The Clerk had heard from the K.C.C regarding the application to have Lynsted included in areas to which the bye-law prohibiting the fouling of footways by dogs should apply. Apparently this was not possible until the next review. The main reason that Lynsted felt it should be included was in respect of Greenstreet. At present the Bye Law applied to the Teynham side and it would be easier to operate if it applied to both sides. The Clerk was directed to draw the attention of the K.C.C. to this.
The Clerk reported that Lynsted had won its class in the Best Kept Village competition i.e. East Kent Small Villages. It had not however won the subsequent competition between the Class Winners to find the Best Kept Village in Kent which had been won by Appledore. Thanks were due to all concerned for the success of Lynsted's first entry for a number of years. The Clerk reported the thanks of the P.C.C for the improvements in the churchyard resulting from the work of volunteers in the interest of the competition.

The Clerk was asked to write to the K.C.C about a defective kerb in Ludgate Lane, to report that the recent work at Bogle had not improved the flooding and to find out the position regarding their proposals for a new drain in Cambridge Lane.
A complaint had been received regarding the effect on Old School House of the hedge overgrowth on neighbouring St. Peters Place. However the Council felt that this did not come within their responsibility and should be resolved by the two owners concerned.

A meeting of Lynsted Parish Council was held at the School on Tuesday the 28th November 1967.
Present were Councillors A. F. Braham (in the chair), R. Wyles, M. Hamlyn, G. C. Ivory, G. E. Cork, H. Knowles & L. G. Clark together with Mr North the R.D.C representative and D. A. Bage the Clerk.
The Clerk reported that he had heard from the Swale R.D.C regarding the complaint of the fly nuisance from the piggeries. The Rural District Council felt that there was insufficient evidence for them to take any action. The members were far from satisfied with the reply and the matter was referred to its Special Committee. It was also reported at the meeting that residents who had written individually on the matter had still not had a reply.
The Clerk reported that Mrs George was not prepared to do anything about the guttering to her building near the Bus Stop in Greenstreet. The clerk was asked to take up the matter with the K.C.C and also to ask the Bus Company about the possibility of a Bus Shelter at this point. The Clerk was also asked to raise with the K.C.C the question of flooding at Lower Tickham referred to at a previous meeting.
The Clerk read a letter from the Swale R.D.C regarding a Ministry of Transport Circular regarding the street lighting being on all night over the Christmas Period. The Council decided not to increase the number of lights on all night over this period.
The Clerk reported that Seeboard had raise the point that the account for December 1966 had not been paid. The Clerk had had lengthy correspondence with the Board over the matter. There had been an account for September '66 which had been overlooked and paid at the Ashford office. This they did not appear to have a record of. A receipted account for December 66 was in the Council's possession but was unfortunately at the audit. The Council agreed to make a payment without prejudice of £28-6-6 but to keep back the September Quarter submitted through Mr Ivory until some agreement as to what was outstanding could be reached.
The Board had also expressed some concern at the non-payment of the account for the lighting at Vigo Terrace. The Clerk had already referred them to the earlier correspondence about the fact that the lamp was still not as ordered. The Board had subsequently agreed and promised that it would be put right by this meeting. Mr Ivory reported that the work was not yet complete and the Council again refused to pass the account for payment.

Mr Ivory reported on the work of the School Managers. They were still pressing for adequate toilet facilities for the School but at present there appeared to be little hope. There were now 51 on the roll. The School had had a very successful Jumble Sale. The Managers were well pleased with the progress the School was making under its new headmaster.
Mr Cork reported on Playing Field matters. The Labour Party were not prepared to pay £75 for the hire of the ground and had now been offered it at £50.
Mr North reported on R.D.C matters. They had agreed to a car park in Teynham off the cinder track by Frognal Gardens. The entrance proposed for the Bungalows to the Playing Fields would not now go ahead because of cost. The Council was looking for a site for four O.P.B's in Lynsted.
Mr Ivory reported on Lighting matters. The Committee had met the Board in Cellar Hill and further changes from the original scheme were suggested and the proposals now read as follows:-
(a) Mercury lamp o/s Nos 13 & 15 in path on steel column
(b) Change existing lamp on Pole No20 (o/s Seals') to Mercury
(c) Remove lamp from pole 23.
(d) New Mercury lamp on pole 24
(e) New Mercury lamp on pole 128
The Council had placed orders for new lamps on Poles 24 & 27 but the Committee had agreed with the Board that these should be scrapped as they partially conflicted with the revised proposals.
On footpath matters the Clerk reported that he had had some but not all replies fro recent correspondence with owners across whose land public footpaths ran. There would appear to be some doubt about the ownership in some cases. It was proposed that the Clerk find out more about the various ownerships and it was reported that Mr Stewart Dixon might be able to help.
The Clerk reported on the Best Kept Village competition. He had had the report on the Village entry. This was extremely favourable.
There was nothing to report on K.A.P.C matters the next meeting being on Monday.
It was reported that the garage access at Batteries Close was again in need of urgent repair. The Clerk was directed to take up the matter with the R.D.C. The members were reminded that the next meeting was on the 8th January 1968. A. F. Braham

A meeting of Lynsted Parish Council was held at the School on Monday the 20th February 1968. Present were Mr A. F. Braham (in the chair) R. Wyles, L. G. Clark, H. Knowles & G. E. Cork & Mrs Andrews. The minutes of the meeting on the 28th November were read confirmed & signed. Apologies were received from Councillors Broad & Ivory.
The Clerk apologised for not being able to attend the meeting on the 8th January. This was due to the delay in the train service on a day of extremely bad weather.
The Clerk reported that he had heard from the K.C.C regarding the absence of guttering near the Bus Stop in London Road and regarding the flooding in Lower Tickham. Both matters were being looked into. The K.C.C also reported that Cambridge Lane flooding would be dealt with as early as possible.
The Clerk reported that orders had been placed for the lighting in Cellar Hill.
The Clerk reported that he had heard from the Kent Council of Social Service regarding the presentation to the village of their award in the Best Kept Village Competition. They would like to know if we could suggest some convenient dates. The council agreed to suggest the 16th, 23rd and 30th April.
The Clerk circulated County Circular No 60 to the meeting. The contents were noted.
The Clerk presented the estimates for 1968-69. These should have been presented at the meeting he was unable to attend and as time was running out for the R.D.C h had taken the liberty of informing them of the figures in the estimates.
The Clerk pointed out that he had included £150 for capital lighting works which would absorb the present balances in the lighting account. The product of ½d rate (£49/10) & 1½d rate (£148-10-0) had been included for churchyard & playing fields expenses respectively. In all other respects the estimates were normal year by year costs.
The amount required by the Council would need a 4d rate and leave a balance of just under £50. The estimates were adopted.

Reference was made to the bad state of the Garage access to Batteries Close and that Swale R.D.C were asked through Mr North to attend to it. This had now been done. The members attending were Mr Braham, Mr Wyles & Mr Hamlyn. Mr North also attended.
The state of the hedges in Lynsted Lane on the left hand side going up were becoming overgrown (sic). The Clerk was asked to write to Mr F. Pilcher c/o Mr Jury and ask if something could be done.
The Clerk pointed out that the date of the next meeting, the 26th March, was also the date of the Annual Meeting. The Clerk was asked to place adverts in the East Kent Gazette & Faversham News. A. F. Braham
