Proceedings of the first Meeting of the Parish Council of Lynsted held at the Board School, Lynsted on Tuesday, Dec. 18th 1894 at 7 P.M. The Chairman was proposed by Mr French and seconded by Mr Smith, Sir Roper Lethbridge Elected Unanimously. Captain Vallance was proposed as Vice-Chairman by Mr Court, seconded by Mr Honeyball, and was elected unanimously. It was moved by Mr French, and seconded by Mr Seager, that Mr Court be appointed Clerk to the Parish Council, and their resolution was carried unanimously. It was moved by Captain Vallance, recorded by Mr French, and carried unanimously, that Messrs Hilton, Rigden & Rigden, Bankers of Faversham, be appointed Treasurers to the Parish Council, subject to their giving such security as may be required by regulations of the County Council. It was moved by Colonel Tyler, recorded by Mr Smith, and carried unanimously, that the Council issue a precept to the overseers for seven pounds sterling. A meeting of the Lynsted Parish Council was held in the Board School on Wednesday February 27th 1895. The following councillors were present : Capt. Vallance (in the Chair), Col. Tyler, Messrs: Seagers, French, Nankeville , Cheeseman, Honeyball, French and the Clerk. The Lighting and Watching Act having previously been adopted by a district of the Parish, Mr Councillor French suggested that the said District be taken over by the council with a view to the adoption of the Act by the whole of the Parish. After discussion it was unanimously decided to postpone the subject for the present. A resolution proposed by Councillor French, seconded by Councillor Court that the resolution of December 18th 1894 appointing Messrs Hilton, Rigden and Rigden, Bankers of Faversham, Treasurer to the Council be rescinded. Carried unanimously. It was moved by Councillor French seconded by Councillor Smith that Mr F. Payne, Bank Manager of Faversham, be appointed Treasurer of the Council subject to his giving such security as required by the County Council. (Written on side: "Preparing Room C. Meeting") Councillor Vallance gave notice to move a resolution that the adoption of the Burials Act be discussed at the next meeting of the Council and a Parish meeting be called to adopt the Act. It was moved by Councillor Nankeville, seconded by Councillor Smith that one shilling per meeting be paid to Mrs Norrington for her services for preparing the room for the Council. A meeting of the Lynsted Parish Council was held in the Board School on Wednesday March 20th 1895 at 7.30pm. The following councillors being present: Capt. Vallance in the Chair, Col. Tyler, Messrs: French, Seagars, Nankeville, Smith, Cheeseman, Honeyball, Court (Clerk). The minutes of the last meeting were read and confirmed. The report of the allotment committee having been read the clerk was instructed to again write to Mr Mercer of Lynsted and try to ascertain if he could make arrangements to supply the council with Land for allotments at Michaelmas 1895, Mr D. Holden an applicant from Tickham. The Clerk to refer h to Col. Tyler who was willing to let him have the quantity he required. viz 40 rods. Councillor Vallance moved, Councillor French recorded that a Parish Meeting be called on April 3rd to adopt the Burials Acts 7.30pm. Carried unanimously. Parish Council Meeting held in the Board school. 7.30 P.M. The following Councillors being present: Sir Roper Lethbridge in the Chair, Capt. Vallance, Col. Tyler, Messrs Seagers, Smith, Cheeseman, French, Nankeville, Court (Clerk). Being the annual meeting, Sir Roper Lethbridge was unanimously re-elected Chairman. The minutes of last meeting were read and confirmed. Proposed by Councillor French, seconded by Councillor Seagars, Mr Thos. Back be appointed Overseer. Proposed by Sir Roper Lethbridge, seconded by Councillor Vallance, Mr. G.H. Smith be appointed Overseer for the ensuing year. Carried unanimous. A letter was read from Mr Mercer at the Batteries strongly objecting to supply Land to the Council for Allotments at Michaelmas next. At the suggestion of Councillor French, Councillors Vallance and Sir Roper Lethbridge be asked to wait upon Mr Mercer to endeavour to get him to alter his decision. Moved by Councillor French, seconded by Councillor Seagars, the Clerk write to the Rural Sanitary Authority asking for particulars of the Special Sanitary Rate now being made. (written on side: "Preparing Room P. Meeting") It was decided that one shilling and sixpence be paid for preparing the Room for a Parish Meeting. Council Meeting held in the Board School Room Lynsted. Present: Sir Roper Lethbridge (in the Chair), Councillors Capt. Vallance, Col. Tyler, Messrs: French, Cheeseman, Seagars, Smith, Court (Clerk). The minutes of the last meeting were read and confirmed. Councillor Vallance having waited upon Mr Mercer respecting his letter declining to furnish the Council with land for allotments. He has promised to reconsider his decision. A letter in reply was read from the Rural Sanitary Authority respecting special sanitary rate. It not being considered satisfactory, the Clerk was instructed to write for further particulars. Moved by Councillor French and seconded by Councillor Smith, Mr Roper Dixon - District Councillor - be invited to the next Council Meeting. Carried unanimously. The Clerk was instructed to write to him. An interesting conversation was opened by the Chairman respecting a piece of Land said to belong to the Parish named the Playstool. Councillor Col. Tyler, Lord of the Manor, promised to make inquiries of his Steward and examine the Memorial records, other Councillors also promised to make enquiries respecting the same. The Clerk was instructed to procure 1 doz. copies Model of Standing Orders by J. Wallis-Davies for the use of the Council. Council Meeting held in the Board School Lynsted on Wednesday June 19th 7.30 P.M. The following members being present: Sir Roper Lethbridge (Chairman), Capt. Vallance, E. Seagars, Jas. French, J. Cheeseman, G. Smith, Col. Tyler, F. Nankeville and F. Court (Clerk). The minutes of the last meeting were read and confirmed. Mr R. Dixon, District Councillor, attended by invitation, gave an explanation of the special sanitary rate, which was considered satisfactory. A vote of thanks was passed to Mr Dixon for attendance and explanation. Enquiries having been made respecting the piece of Land said to belong to the parish. It was ascertained that a dole of meal was given away on St. Thomas's Day and it ceased when the Tithes changed hands. Further enquiries to be made. In answer to a question by Mr French. The transfer of land for the new Burial Ground was to be made by August the First 1895.Col. Tyler proposed, Mr E. Seagars seconded , the Standing Orders published by J. Wallis-Davies be adopted. Council Meeting held in the Board Schoolroom Lynsted on Wednesday August 28th 1895. Present: Mr F. Honeyball (in the Chair), Messrs: French, Seagars, Cheeseman, F. Court (Clerk). The minutes of the last meeting were read and confirmed. A letter was read from Sir Roper Lethbridge stating his inability to attend the meeting through the serious illness of Lady Lethbridge. Also one from Capt. Vallance, his inability to attend through illness. The Clerk was instructed to write to Sir Roper expressing their deep sympathy with him in his great trouble. An account of £2.l6.3d was presented by the Overseers to the Council for their sanction for the collecting of the special sanitary rate of April 4th 1895 under section 230 of Public Health Act 1895. Sanctioned. The Clerk was instructed to write for information as to the scale to which the charge was made. Proposed by Mr. Honeyball, seconded by Mr Seagars, the Clerk write to Mr Jas. French and ask if he will supply the Council with two acres of land for allotments and at what price per acre. Also to Mr Mercer for a supply of land for the same purpose. Mr French proposed, seconded by Mr Cheeseman, Councillors Seagars, Col. Tyler and Smith form a committee to inspect a footpath leading from Tenacre to Nouds Farm through Mr A. Council Meeting held in the Board Schoolroom Lynsted on Wednesday September 25th 7.30pm The following Councillors being present: Capt. Vallance (Chairman), Messrs Seagars, Nankeville, Cheeseman, Smith, Col. Tyler and F. Court (Clerk). A letter was also read from Mr Mercer at the Batteries informing the Council he had no Land to let for allotments and one from Mr James French stating he was willing to let from one to two acres at Greenstreet at 7 shillings per rod free from rates and taxes. A resolution was proposed by Col. Tyler accorded by G. Smith and carried unanimously that power be given the committee to make arrangements with regard to the allotments. The Paths Committee presented their report. The Clerk was instructed to write to Mr A. Millen asking him to keep the path open leading from Tenacre to Nouds Farm through his hop Garden. Council Meeting held in the Board School room Lynsted Oct. 23rd 1895 7.30pm. Present : Capt. Vallance in the Chair, Messrs: Cheeseman, Nankeville, Seagars, Court (Clerk). Minutes of last meeting were read and confirmed. A letter was read from Sir Roper Lethbridge tendering his resignation as Chairman of the Council owing to the continued serious illness of Lady Lethbridge and his inability to attend. Proposed by Councillor Seagars, seconded by Councillor Nankeville, that his resignation be accepted with the deepest regret and that the Council should lose so able a Chairman. Proposed by Councillor Cheeseman, seconded by Councillor Court, Capt. Vallance be elected Chairman. Carried unanimous. Pro Tem. Proposed by Councillor Nankeville, seconded by Councillor Seagars, Col. A Special Meeting of the Council held in the Board School room Lynsted on Wednesday, November 13th 1895 7.30 P.M. The following members being present: Capt. Vallance in the Chair, Col. Tyler, F. Honeyball, E. Seagars, F. Nankeville, G. Smith, J.G. Cheeseman, J. French, F. Court (Clerk). The minutes of the last meeting were read and confirmed. A draft agreement between Mr. Jas. French and the Council to the hiring of Land for allotments was presented by the allotment committee Mr. J. French having agreed to let to the Council one and half acres of land at the yearly rental of £4.13.4 per acre being 7d per rod. Mr French to pay all rates. A copy of agreement between the Council and allottees was also presented . It was considered satisfactory and passed. The Chairman, Pro Tem. gave notice that it be placed on the agenda that the Council elect a Chairman at their next meeting viz Dec. 4th. - F.N. Vallance (signed)

Smith, Court (Clerk). The minutes of last meeting was read and confirmed. Letters were read from Councillors Vallance and Tyler, stating their inability to attend. Proposed by G. Smith, seconded by J. Cheeseman, the Parish Meeting be held on Wednesday, March 25th 7.30. Proposed by E. Seagars, seconded by J. Cheeseman, the next Council meeting be held on Wednesday March 4th 7.30 P.M. Proposed J. Cheeseman, seconded by E. Council Meeting held in the Board School room Lynsted March 4th 1896 7.30 P.M. Members present : Col. Tyler in the Chair, Messrs: F. Honeyball, J. French, E. Seagars, F. Nankeville, G. Smith, J. Cheeseman, Court (Clerk).
A letter was read from Capt. Vallance as follows:
"March 4th - Fellow Councillors,
I am indeed sorry not to be able to be present and take my place in the Chair at this our last meeting, the state of my health alone deterring me.
I desire to thank you for the undeviating unanimous support accorded to Chair. Great credit is due to the Allotment Committee for the successful manner in which they have carried out a delicate and difficult task.
To our volunteer Clerk, special thanks are due for the laborious duties he has now brought with a minimum of expense to a happy conclusion. I feel confident that the Parishioners and Rate Payers of Lynsted have no cause of disapproval of the manner in which the first Parish Council have conducted and brought to a successful conclusion the novel duties of this their first Council. Trusting that most of the same Councillors may be selected on the 9th instant. I now wish you a hearty farewell and remain

Mr. R. Dixon's proposals as to Cottage rates seems to me well worth consideration".
A letter was also read from the Sanitary Inspector acknowledging receipt of letter complaining Scavenging Contractors and promising an investigation should be made.

The agreements between Mr Jas. French and the Council for the hiring of Land for allotments were persuaded and signed. Proposed by Mr French, seconded by Mr Cheeseman and carried unanimous that the Postal Authority be written to requesting them to grant that (post) be delivered at Claxfield Farm and Jeffries, they having no postal delivery, also that the seconded delivery of letters be extended to Tickham and Loyterton.
"Poor rate assessment Act " (written in margin)
Proposed by Mr French, seconded by Mr Seagars that owners of small dwellings be rated under Sec. 4 of the Poor rate assessment and collection Act 1869 be adopted. Mr Court proposed an amendment that it be deferred until the next meeting, not finding a seconder, the proposition was carried all voting for it excepting Mr Court, who remained neutral. Mr Dixon, the District Councillor, attended by invitation to explain the section of the above Act and a vote of thanks was passed for his attendance. Proposed by Mr. Honeyball, seconded by Mr G. Smith, a letter be written to Capt. Vallance expressing regret that the state of his health has compelled him to resign and hoping he may be speedily restored and able to take a seat on the Council again. April 15th 1896 - V.R. Council Meeting held in the Board School room Lynsted Wednesday, June 17th, 8 o'clock P.M. Present: F. Honeyball (in the Chair) , J. Dence, E.C. Millen, J. Cheeseman, G. Smith, F. Court, C. Busbridge. Mr Millen signed the Declaration on accepting office.
The following letter was read from Sir Roper Lethbridge resigning the Chairmanship:
"It is with very deep regret that I have to ask you to submit to my colleagues on the Lynsted Parish Council my resignation of the honourable office of Chairman, to which they elected me in April last. When I accepted that office I did so with very great pleasure as I felt that my re-election was a very signal mark of the kindly regard of my friends and neighbours and I fully expected to be able to perform the duties of the post. Domestic considerations however with which my colleagues are acquainted, for they were most kind in their sympathy with me in the irreparable loss, I have sustained, have rendered it advisable for me to remove from my old home at Lodge, as an opportunity of doing so has happened. It arose and for the moment I am unable to find another smaller home in this neighbourhood and until I do so it will be necessary for me to live in London. I therefore must very reluctantly resign the trust confided in me by my colleagues with the warmest thanks to each and all of them. Believe me Dear Mr Councillor Court yours very faithfully Roper Lethbridge".
Sir Roper's resignation was accepted with the deepest regret. On the proposition Mr F. Honeyball, seconded by Mr G. Smith. On the motion by Mr Millen, seconded by Mr J. Dence, Col. Tyler was unanimously elected Chairman. Mr Court proposed, seconded by Mr Cheeseman, Mr F. Honeyball be Vice-Chairman. Carried unanimous. Mr Councillor G. Smith informed the Council, Sir Roper having had the honour of being the first Chairman, kindly offered to present to the Council a large framed portrait of himself and the late Lady Lethbridge if they were willing to accept it. Council meeting held in the Board school Lynsted Wednesday Aug. 12th 1896. Present: Col. Tyler (in the Chair), J. French, J. Dence, J. Cheeseman, C. Busbridge, F. Honeyball and F. Court (Clerk). Proposition by Mr F. Honeyball, seconded by Mr. J. Cheeseman, that application be made to the School board for permission to hang the portrait of Sir Roper and Lady Lethbridge in the Schoolroom. Carried unanimously. In reply to a letter received from Mr E. Seagars complaining of a footpath being stopped through Mr Millen's hop garden. The Chairman promised to see Mr Millen. The Clerk to write to Mr Seagars to that effect. Proposed by Mr Honeyball, seconded by Mr French, that an abatement of one penny per perch be made to the allottees at the end of the year. Carried unanimously. Mr Busbridge introduced the subject of allotments for Lynsted saying there was a demand for them. It was decided that a written application be made to the Clerk stating the quantity required. Mr Busbridge undertaking to make it known at Lynsted. The Clerk was instructed to write again to the postal authorities asking that a second delivery of letters be granted to Tickham and Loyterton and delivery be granted to the people living in Mill Lane as far as Jeffries. Council meeting held in the Board School Lynsted Sep. 9th, 8 P.M. Councillors present : Col. Tyler (in the Chair), Messrs: J. Dence, C. Busbridge, F. Honeyball, F. Court (Clerk). Several applications having been made for allotments at Lynsted, the Clerk was instructed to write to Mr B.M. Mercer asking him if he would supply the Council with Land for that purpose. The Clerk was also instructed to write to the County Council asking them to continue the kerbing in Green Street and attend to the paths. Proposed by Mr F. Honeyball, seconded by F. Court, Messrs: G. Smith, J. Dence, C. Busbridge form a Committee to arrange the Lynsted allotments.

Council meeting held in the Board School Lynsted. Councillors present Col. Tyler in the Chair, Messrs F. Honeyball J. French G. Smith J. Cheeseman C. Busbridge F. Court (Clerk). The following letter was read from the Schoolboard:
Faversham 15th Oct. 1896. Dear Sir,
I am directed by the Board to state that they are pleased to give permission for the portrait of the late Lady Lethbridge to be placed in the room in the Schools used by the Parish Council, but on the understanding that it is there at the risk of the Council and not the School Board. Proposed by Mr G. Smith, seconded by Mr. C. Busbridge, the Clerk write to the District Council calling their attention to a dangerous place in the Ludgate road. Carried. Proposed by Mr Cheeseman, seconded by Mr Court, Mr French be paid half year's rent for allotments viz from April 6th to Oct. 11th 1896. Cheque was duly drawn £3.4s.2d. Clerk received £4.8s.10d from Mr Cheeseman sent from the Allottees. Clerk was again directed to write to Postal Authorities asking that a seconded delivery of letters be granted to Tickham and Loyterton. Proposed by Mr French, seconded by Mr F. Council meeting held in the Board School Lynsted Wednesday February 17th. Present: Col. Tyler (in the Chair), Messrs: F. Honeyball, J. Dence, G. Smith, C. Busbridge, F. Court (Clerk). The minutes of the last meeting were read and confirmed. A letter was read from the Postal Authority to grant a second delivery of letters to Tickham and Loyterton for the present. Lynsted allotments: it was decided that it be left over until the end of the summer. Proposed by Mr F. Honeyball, seconded by Mr G. Smith, the Annual Parish Meeting be held on March 18th 7.30 P.M. Proposed by Mr C. Busbridge, seconded by Mr Honeyball, the Clerk write to the Surveyor calling his attention to a hedge which overhangs the footpath on Lynsted Lane by Mr J. Pilcher's. Proposed by Mr C. Busbridge, seconded by Mr G. Smith that Mr Jas. French's attention be called to the state of the footpath through his field leading from Greenstreet to Lynsted. Council Meeting held in the Wesleyan School Greenstreet on Tuesday Sep. 21st 1897. Present : Col. Tyler (Chairman), Messrs: F. Honeyball, W. Lees, J. Aldrick, J. Dence, C. Busbridge Councillors F. Court. Clerk. Proposed by Mr Honeyball, seconded by J. Court, Mr C. Busbridge sign Declaration. It was also proposed by Mr Honeyball, seconded by Col. Tyler, Mr J. French and Mr C. Seagars be permitted to sign Declaration at the next meeting. Carried. The question then arose as to the legality of so doing, they not having signed the Declaration at the first meeting after election and no proposition being made that they should sign at the next. It was decided the Chairman write to the Local Government Board for information. Proposed by Mr Honeyball, seconded by F. Court, the Chairman be requested to write to the Sanitary Authority calling attention to the most unsatisfactory way the present sanitary arrangements are carried out and ask if it would not be possible for the work to be done after ten o'clock at night instead of during the day. Council Meeting held in the Board School Lynsted Sep. 27th 1897. Councillors present : Col. Tyler Chairman, Messrs: F. Honeyball, C. Busbridge, J. Dence, J. French F. Aldrick, W. Lees, F. Court Clerk. The minutes of last meeting were read and signed. A letter was read by the Chairman from the Rural Sanitary Authority and was considered satisfactory, respecting the manner in which Mr Rayner carried out his contract. The following letter was also read from the Local Government Board.
"1st October 1897 - Sir, I am directed by the Local Government Board to refer to your letter of the 22nd ultimo respecting the failure of two of the persons elected as Parish Councillors of the Parish of Lynsted at the last election to sign Declarations of acceptance of office at the first meeting of the Parish Council after their election. The Board direct me to state that they have no jurisdiction in the matter. They may however refer to the provisions of Rule 1 of Part Two of the First Schedule to the Local Government Act 1894, and point out that if the Parish Council did not at their first meeting permit the persons referred to to sign the Declarations at a later meeting fixed by the Council, their offices would appear to have become void."
I am to add that there appears to be nothing to prevent the Parish Council from appointing under Rule 2 persons whose office have become void under Rule 1 to fill the vacancies arising in the Council provided they continue to be qualified to be Parish Councillors. A letter was read from Teynham Parish Council calling attention to the disgraceful state of the footpaths in Greenstreet and asking the cooperation of this Council in sending a joint note to the County Council asking they may be put in proper repair. Agreed. A precept on the Overseers for £7.0s.0d for Council expenses was asked for and signed . A draft agreement for Lynsted allotments was presented and considered satisfactory. Council Meeting held in the Board School Lynsted August 8th 1898. Councillors present : Col. Tyler (in the Chair), Messrs: J. French, J. Dence, W. Lees, E. Rye, C. Seagars, F. Court (Clerk). A letter was read from the Rural District Council (in reply) stating having regard to the ordinary house to house survey of Greenstreet and the special surveys that have been made of parts of it of late, they see no necessity to make a further special survey and therefore regret they are unable to meet our Council's request. A letter was also read from Teynham Parish Council informing our Council that Messrs: W. Atkins, W.J. Read and J.F. Honeyball had been appointed a Committee to look into the matter of watering Greenstreet. The minutes of last meeting were read and signed. Proposed by W. Lees, seconded by Mr Seagars, Col. Tyler, J. French, F. Court be appointed Committee (Watering Greenstreet). Mr W. Streetfield attended to make a complaint, he feeling aggrieved at having to give up his allotment at Greenstreet, part of the ground having been sold for building purposes, it was thought by some of the Council the case would be met if Mr Hadlow had notice to leave his allotment. Mr Seagars proposed, Mr E. Rye seconded, that notice be given to Mr Hadlow to leave allotment . Carried. Proposed by Mr French, seconded by Mr Lees, an allotment held by Mr W. Streetfield at Lynsted be offered to Mr Hadlow. Carried. The Rent being due to Mr Mercer a cheque was ordered to be drawn by Messrs French and Lees. A letter was read from Mr Hadlow complaining of having to give up his allotment, he having complied with the Councils agreement after discussion. Mr Busbridge proposed, Mr Aldrick seconded, that Mr Hadlow be allowed to continue to hold his allotment. On a show of hands the following voted for: Messrs: Aldrick , Court, Busbridge, Lees. Against – Messrs French, Rye, Seagars. Proposition carried. Proposed by Mr W. French, seconded by Mr Seagar that a reduction of 1/3d be made in Rent on July Quarter on the allotments at Greenstreet. Mr McMullen proposed, Mr Curry seconded, that the attention of the County Council be called to the state of the footpath at Greenstreet between Lynsted Lane and Greenstreet Hill with a view of it being kerbed. Carried. A circular was read from Mr Dunn assistant Overseer asking that the following resolution be passed by the Council. It is hereby ordered that the owners of all hereditaments situate in the Parish of Lynsted to which Sec. IV of the Poor Rate Assessment and Collection Act 1869 extends shall be rated to the Poor Rate in respect of such rateable hereditaments instead of the Occupiers in all rates made after the date hereof. The section of the Act was adopted on March 4th 1896. The Council confirmed the above resolution. Votes of thanks were given to Mr J. French for services in the Vice-Chair, also to Mr F. They were passed and carried unanimously. The Council received the account for the Collection of the Lighting Rate from Mr Dunn and it was resolved that the Clerk be instructed to write for further particulars, on the proposition of Mr Dence and seconded by Mr Curry. Mr F. Court's resignation as Councillor was received, and Mr Dence proposed and seconded by Mr E. Rye that Mr William Lees be elected Councillor in place of Mr Court. Carried unanimously. Notice to quit Allotments 1 to 18 at Greenstreet, in accordance with the lease, was received, and on the proposition of Mr E. Council Meeting held at the Board School Lynsted June 20th 1899 at 8 o'clock. The minutes of the last meeting were read and were confirmed on the proposition of Mr W. White and seconded by Mr Curry. The account for the Collection of the Lighting Rate was again presented. An explanation having been received from the Assistant Overseer, it was sanctioned, on the proposition of Mr H.W. Curry and seconded by Mr White, and signed by the Chairman. A communication was received from Mr Jas. French in reference to the Greenstreet Allotments. On the proposition of Mr Seagars and seconded by Mr White it was resolved that the Clerk should arrange a meeting of the Allotments Committee with Mr French at an early date. The Allotments Committee brought up a report of a meeting held by them on June 15th 1899. It was ordered to be entered in the minutes, on the proposition of Mr Curry and seconded by Mr White. Report of a Meeting of the Allotment Committee held at Lynsted on Thursday June 15th 1899 at 7.30 p.m. Present: Messrs: E. Seagars (Chairman), W. White and E. McMullen (Clerk). The Clerk was instructed to call a Meeting of the Council on Tuesday, June 20th 1899 at 8 o'clock and was also instructed to specially invite Mr French to attend that Meeting with a view of deciding the Greenstreet Allotments question. The Allotments Committee presented their report as follows:
"A Meeting of your Committee was held at the Board School on June 29th 1899, when Mr J. French attended the meeting and in reply to Mr Seagars, Mr French stated that it was not his intention to terminate the agreement with any Allotment holder before Michaelmas. The Clerk was instructed to terminate the Agreement with Mr French on July 6th 1899".
The Clerk reported that he had duly terminated the Allotment Agreement with Mr French. Proposed by Mr W. White and seconded by Mr Rye that the Clerk be instructed to pay Mr H. Rye and seconded by Mr J. Dence, the minutes were passed as read. Mr James French having tendered his resignation, it was accepted, on the proposition of Mr E. Rye and seconded by Mr Dence. The appointment of another gentleman as Councillor was deferred till next meeting. On the proposition of Mr Seagars and seconded by Mr Rye, Mr Austin's account for stationery was ordered to be paid. On the proposition of Mr McMullen and seconded by Mr Rye, the Council sanctioned the payment for Collection of Lighting Rate. The Council having received notices to quit 3 pieces of Allotment held by Messrs Streatfield and Snashall, the Clerk was instructed to let the same to the final 3 applicants in the order of their applications. A letter was received from Mr Busbridge complaining of sheep belonging to Mr Mercer doing damage to crops on allotment and claiming 20/-d damage. Council Meeting held at the Board School Lynsted February 12th 1900. Present : Messrs: W. White, J.J. Dence, E. Rye, Geo. Wraight and E. McMullen Clerk. On the proposition of Mr McMullen and seconded by Mr Rye, Mr W. White was elected Chairman of this meeting. The minutes of the last meeting were read, and passed on the proposition of Mr E. Rye and seconded by Mr J. Dence. Mr George Wraight duly signed the Declaration on taking office. Mr W. White proposed and Mr Rye seconded "that the Allotment holders who have neglected to trim the hedge adjoining their allotment, be requested to do so at once". Carried. On the proposition of Mr E. Rye and seconded by Mr Dence "that the Minutes of May 1st 1899, having reference to the meetings of this Council be rescinded". Mr E. Rye proposed and Mr G. Wraight seconded "that the Clerk be instructed to write to the Kent County Council calling attention to a resolution passed by this Council on April 17th 1899 and to the bad state of the footpath and water-way near Mr Jury's shop and at the West End of Greenstreet". Council Meeting held at the Board School Lynsted on Thursday March 1st 1900 at 7 o'clock p.m. Present : Messrs: E. Seagars (Chairman), J.J. Dence, E. Rye, G. Wraight, W. White and E. McMullen Clerk. The minutes were read and passed, on the proposition of Mr W. White, seconded by Mr E. Rye. The Clerk reported that the Allotment hedges had been brushed and that a letter had been received from the Kent County Council in reference to the Greenstreet footpaths.
A letter was received from Mr S. Drury, of Bumpit, complaining of the bad state of the footpath from the "Builders yard to the stile" at Lynsted. On the motion of Mr Seagars, seconded by Mr Rye, the Clerk was instructed to write to Captain Vallance asking him to repair the same, it being believed to be his property. Carried. Council Meeting held at the Board School Lynsted on Thursday, April 19th 1900 at 7.30 P.M. Present : Messrs: E. Seagars (Chairman), H.W. Curry (Vice Chairman) , G. Wraight, H. Carpenter , J.J. Dence, E. Rye, W. White and E. McMullen (Clerk). The minutes were read and passed on the proposition of Mr W. White and seconded by Mr H.W. Curry. Mr H.W. Curry proposed and Mr E. Rye seconded the re-election of Mr Edward Seagars as Chairman for the ensuing year. Carried unanimously. A letter was received from Capt. Vallance acknowledging receipt of letter from the Clerk in reference to complaint of a footpath at Lynsted. Mr W. White proposed and Mr G. Wraight seconded "that a Footpath Committee be formed". Carried. The following Councillors were duly appointed Footpaths Committee : Messrs: E. Seagars, H.W. Curry, E. Rye, G. Wraight and E. McMullen.
A letter was received from Mr W. Atkins in reference to the Jubilee Pump, as follows:
"Greenstreet 12/3/1900
Gentlemen, I am instructed by the Jubilee Pump Committee to write you to the effect that the structure erected as a Jubilee Memorial at Greenstreet is now completed. Also that there is a good supply of water in the well under. And my Committee consider that the Memorial now being in a satisfactory condition it should be placed under the control of the local Governing bodies. And I am requested to invite your Council to appoint a Committee to act jointly with the Teynham Council to consider the matter. Trusting you will appoint same at your next Council Meeting, so that a joint meeting may be arranged at an early date. I am, Gentleman, Yours obediently, W. Atkins, Hon. Secretary."
After a discussion, Mr W. White proposed and Mr H. Carpenter seconded, "that a Committee be appointed to meet the Teynham Council at the Wesleyan School, Greenstreet on the above subject and report to this Council". Carried. The following Councillors were duly appointed a Committee for the purpose: Messrs: E. Seagars, H.W. Curry, W. White, J.J. Dence, G. Wraight and E. McMullen. The Clerk reported that the Chairman and himself had met the County Council Surveyor and Mr Maxted at Greenstreet, on the subject of improvements to the footpaths there and a letter was read from the Clerk to the County Council notifying that it had been decided to make the improvements at the estimated cost of £89. Letters were read from Mr F.W. Crook, Secretary to the Technical Education Committee of the Kent County Council, in reference to a Course of Lectures on Beekeeping. The first Lecture was given by Mr J. Garratt on March 29th. The matter being approved by the Council. Mr T. Aldrick, not having attended a meeting of the Council for more than 6 months thereby forfeiting his Seat on the Council. Mr E. Seagars proposed and Mr W. White seconded, "that the Clerk be instructed to request Mr Aldrick to allow his re-election". Carried unanimously. Mr H.W. Curry proposed and Mr Dence seconded that the Collector of the "Allotment Rents be paid Four Shillings per annum for the Collection of the same". Carried. A Cheque was drawn for £2.0s.0d for Mr R.M. Mercer for rents of Allotments. The following a/c's were ordered to be paid : Streatfield 6/-d R. McMullen 6/-d F. Court 2/6d. The Next Meeting was fixed for May 17th 1900. E. Council Meeting held at the Board School, Lynsted, on Thursday May 17th 1900 at 7.30 P.M. Present: Messrs E. Seagars, Chairman, E. Rye, W. White, G. Wraight and E. McMullen (Clerk). The Minutes were read and passed on the proposition of Mr W. White and seconded by Mr E. Rye. The Clerk reported that Mr Aldrick had consented to serve again. The Jubilee Pump Committee brought up their Report of their Meeting with the Committee of the Teynham Council held on April 30th. Mr G. Wraight proposed and Mr W. White seconded "That this Council join with the Teynham Council in accepting charge of the Jubilee Pump Memorial at Greenstreet from the Jubilee Pump Committee and that the Committee be empowered to conclude the business." Carried. Messrs W. White, G. Wraight and E. McMullen voted for the proposition – Messrs Seagars and Rye neutral. Messrs H. Carpenter and E. Rye were added to the Jubilee Pump Committee. Messrs T. Back and G.A.H. Smith were duly re-appointed Overseers for the ensuing year. A complaint was received in reference to the bad state of the pond at Bogle. Proposed by Mr E. Seagars, seconded by Mr E. Rye "That the Clerk be instructed to call the immediate attention of the Faversham Rural District Council to the matter with a view of the nuisance being abated at an early date". Book and Forms being required, the Clerk was instructed to procure them, on the proposition of Mr E. Seagars, seconded by Mr White. The date of the next meeting was not fixed. E. Council Meeting held at the Board School, Lynsted, on Wednesday, Novr. 21st 1900. Present: Messrs: Edward Seagars (Chairman), W. White, E. Rye, J.J. Dence and E. McMullen (Clerk). The Minutes were read and passed on the proposition of Mr W. White and seconded by Mr E. Rye. A letter was read from the Faversham Rural District Council in reference to the state of the pond at Bogle, complained of by this Council, stating that the Medical Officer and Inspector had visited the place and found no cause for complaint. The question of taking over (jointly with the Teynham Council) the Jubilee Pump at Greenstreet was deferred to the Annual Meeting – on the resolution of Mr E. Rye and seconded by Mr J.J. Dence, which was Carried unanimously. The Clerk reported that he had received permission from the Lynsted School Board to remove the pictures of their late Chairmen to the enlarged classroom, which was considered more suitable for the transaction of the Council's business. The Clerk was instructed to see Mr Mercer in reference to a wire netting fence proposed to be put round the Allotments by the Allotees. A Cheque value £2.0.0d was drawn for Mr R.M. Mercer. E.
