Council Meeting held at the Board School, Lynsted on Thursday, Febry. 21st 1901 at 7.30 P.M. Present: Messrs: E. Seagars (Chairman), W. White, J.J. Dence, G. Wraight and E. McMullen (Clerk). The Minutes were read and passed on the proposition of Mr W. White and seconded by Mr McMullen. On the proposition of Mr W. White, seconded by Mr G. Wraight, the Annual Meeting and Election of Councillors be held on Monday March 4th. An account for the Collection of Sanitary Rate was presented for the Council's approval was signed by the Chairman on the proposition of Mr McMullen and seconded by Mr W. White. - E. Council Meeting held at the Board School, Lynsted on Thursday April 11th 1901 at 7.30 P.M. Present: Messrs: E. Seagars (Chairman), J.J.Dence, W. White, E. Rye, G. Wraight and E. McMullen (Clerk). The Minutes were read and passed on the proposition of Mr W. White and seconded by Mr E. Rye. A letter was read from Lord Stanhope re the Queen's Memorial, was ordered to be passed on to the new Council. The account of Messrs R.M. Mercer, the Clerk and Mr McMullen were ordered to be paid on the proposition of Mr G. Wraight and seconded by Mr E. Rye. Mr Dobbie's accounts for the Collection of the Sanitary and the Lighting Rate were sanctioned and signed by the Chairman. A vote of thanks was proposed to the Chairman, was proposed by Mr W. Council Meeting held at the Board School, Lynsted on Tuesday evening April 16th 1901 at 7.30 o'clock. The Declarations were signed by the whole of the Council. Mr T.L. Ackerman proposed and Mr G.A.H. Smith seconded "That the Revd. T.J. Sewell be Chairman for the ensuing year". Carried unanimously. Mr W. White proposed and Mr G. Wraight seconded "That Mr H.W. Curry be Vice Chairman for the ensuing year." Carried unanimously. The appointment of Clerk was deferred until the next meeting, Mr McMullen consenting to carry the Clerkship on until the next meeting. Messrs Busbridge, G.A.H. Smith, H.W. Curry and W. White with the Chairman and Clerk were appointed the Allotment Committee. Messrs: H.W. Curry, T.L. Ackerman and G. Wraight, with the Chairman and Clerk were appointed Footpath Committee. The Minutes of the last meeting were read, and passed on the proposition of Mr W. White. A Letter was read from Earl Stanhope in reference to the Memorial to the late Queen. As a result the following members of the Council were appointed to Collect Subscriptions for the above object - The Revd. T.J. Sewell, Messrs: H.W. Curry, C.R. Busbridge, G.A.H. Smith, T.L. Ackerman, W. White and J.J. Dence. Mr W. White proposed and Revd. T.J. Sewell seconded a vote of thanks to Mr E. McMullen for his services as Clerk during the past 2 years. Carried unanimously. Council Meeting held at the Board Schools, Lynsted on Wednesday evening May 22nd 1901 @ 7.30 P.M. The Minutes were read and passed and signed by the Chairman. Messrs: G.A.H. Smith and Thos. Back were appointed Overseers for the ensuing year on the proposition of Mr T.L. Ackerman and seconded by Mr E. McMullen. The following letter was read from Mr G.H. Brett, District Auditor and was ordered to be entered on the Minutes on the proposition of the Chairman and seconded by Mr T.L. Ackerman:
"Canterbury - 20th May 1901
Dear Sir, I believe that it would be within the powers of the Parish Council to appoint a Second Assistant Overseer with the duty of acting as Clerk to the Parish Council. The person appointed to the office at a salary could not be a member of the Council.

The appointment of Clerk was further adjourned until June 12th. The Tassell's account as Returning Officer for the Parish Council Election amounting to £0.11s.0d was ordered to be paid. Council Meeting held at the Board Schools, Lynsted on Wednesday, June 12th at 7.30 P.M. Present: Revd. T.J. Sewell (Chairman), Messrs: T.L. Ackerman, W. White, W. Wraight, C.R. Busbridge. The Minutes of the last meeting were read and passed and signed by the Chairman.
The Chairman said that he had received the resignation of Mr McMullen as a Parish Councillor. Mr C.R. Busbridge proposed and Mr W. White seconded "That Mr E. McMullen be appointed a Second Assistant Overseer, solely for the discharge of the duties of Clerk to the Parish Council and that he be paid £1 (one pound) for the remainder of the Council year and afterward at the rate of £1.0.0d per annum. Carried unanimously. Mr W. White proposed and Mr C.R. Busbridge seconded that Mr C. LeFeaver be elected a Member of the Council in place of Mr E.M. McMullen, resigned. Carried unanimously. Council Meeting held at the Board Schools, Lynsted on Thursday, July 4th 1901. Present: the Revd. T.J. Sewell, T.L. Ackerman, J.J. Dence, W. White, C.R. Busbridge, C. LeFeaver and E. McMullen (Clerk). The Minutes of the last meeting were read and signed by the Chairman. Mr Charles LeFeaver signed the Declaration on taking Office. A cheque value one pound (£1.0s.0d) was drawn in favour of Mr R.M. Mercer for Allotment rent due July 6th 1901. Mr T.L. Ackerman proposed and Mr W. White seconded "That a Rubber Stamp inscribed ‘Lynsted Parish Council' be procured, to be used for the purpose of Heading Note Paper, and 250 Agenda Forms were ordered to be procured. Letters were read in reference to the Sanitary Rates and to the absence of Railway Time Tables at Greenstreet were ordered to be acknowledged. Council Meeting held at the Board Schools, Lynsted on Wednesday evening Oct. 16th 1901 at 7.30. Present: the Revd. T.J. Sewell (Chairman), Messrs: T.L. Ackerman, J.J. Dence, Geo. Wraight and E. McMullen (Clerk). The Minutes of the last Meeting were read and passed on the proposition of Mr T.L. Ackerman and seconded by Mr J.J. Dence. A cheque value £1.0s.0d was drawn in favour of Mr R.M. Mercer for rent of Allotment. The Chairman reported the receipt of £3.4s.0d collected by Members of the Council for the National Memorial to Queen Victoria and the receipt for the amount from Lord Stanhope was laid on the table. The matter of rates was deferred until the next meeting. A communication was received from Mr R. Dunn requesting the Council consent for Mr Dobbie's account to be paid for the Collection of rates. Council Meeting held at the Board Schools Lynsted on Thursday evening Oct. 31st 1901. Present: Revd. T.J. Sewell (Chairman), C. LeFeaver, W. White, J.J. Dence, G. Wraight, C.R. Busbridge and E. McMullen (Clerk). The Minutes of the last Meeting were read and passed on the proposition of Mr W. White and seconded by Mr C.R. Busbridge. A letter was read from Mr R.S. Dunn on the subject of Mr Dobbie's account for Collection of rates. The Clerk was instructed to ask Mr Dunn what the terms of the Collection of rates were. Council Meeting held at the Broad Schools Lynsted on Thursday evening November 21st 1901 at 7.30. Present: The Revd. T.J. Sewell (Chairman), Messrs: H.W. Curry (Vice Chairman), W. White, G.A.H. Smith, C. Le Feaver, J.J. Dence, T.L. Ackerman, C.R. Busbridge, Geo. Wraight and E. McMullen (Clerk). The Minutes of the last Meeting were read and passed and signed by the Chairman. A letter was read from Mr R.S. Dunn in reference to Mr Dobbie's account for the Collection of Rates. Mr Dobbie's account (£2.16s.9d) was signed by the Chairman. On the proposition of Mr T.L. Ackerman and seconded by Mr G.A.H. Smith the Chairman was requested to see Mr R.M. Mercer in reference to the terms on which a fence may be erected around the Allotments. Mr W.R. Dixon attended this meeting, at the invitation of the Council, in reference to the Expenditure of the Rates. Mr Dixon gave an explanation of the manner of expenditure, also figures in connection with the rates as compared with this and other unions – also the cause of the increased Sanitary Rate. The Chairman proposed and Mr Ackerman seconded a vote of thanks to Mr Dixon for his courtesy in giving the Council an explanation. The date of the next meeting was not fixed. Jan. 16th 1902T.J. Council Meeting held at the Board Schools, Lynsted on Thursday evening, January 16th 1902 at 7.30. Present: The Revd. T.J. Sewell (Chairman), Messrs: G.A.H. Smith, T.L. Ackerman, C.R. Busbridge, W. White, C. Le Feaver, J.J. Dence, G. Wraight and E. McMullen (Clerk). The Minutes of the last Meeting were read and passed and signed by the Chairman. A cheque was drawn value £1.0s.0d for Mr Mercer for Allotment Rent. A cheque was drawn, value 14s/- in favour of Haddon Best & Co. A letter was read from the Postmaster at Sittingbourne in reference to the coming vacancy of the Postmastership at Lynsted. The following resolution was proposed by Mr T.L. Ackerman, seconded by Mr C. Le Feaver, and Carried:
"That the Parish Council of Lynsted regrets that it is proposed to close the Postal Telegraph Sub-Office at Lynsted, where it has been an office for 26 years and is of opinion that the payment of the Sub-Postmaster should be increased so as to afford fair remuneration for the work to be done in serving a large district and induce someone to be willing to undertake it, and orders that this resolution be conveyed to the Post-Master General and to the Postmaster at Sittingbourne."
The price of Allotment No. 7 being vacant in April, it was decided that Mr C.R. Busbridge be accepted as the tenant. Proposed by Mr White, seconded Mr G.A.H. Smith, "That the Parish Council thinks it desirable in the interests of the Parish that the School be closed during the present epidemic of measles". Carried by 4 to 3. Council Meeting held at the Board Schools, Lynsted on Monday evening May 12th 1902 at 7.30 P.M. Present, The Revd. T.J. Sewell, G. Wraight, G.A.H. Smith and E. McMullen (Clerk). The Minutes of the last Meeting were read and passed and signed by the Chairman. On the proposition of Mr T.L. Ackerman and seconded by Mr W. White, the Revd. T.J. Sewell was unanimously elected Chairman of the Council for the ensuing year. Mr T.L. Ackerman proposed and Mr G.A.H. Smith seconded "That the Lynsted Council do not combine with Teynham Council in the Coronation Celebrations". Carried. Rev. T.J. Sewell proposed and Mr T.L. Ackerman seconded "That the Coronation be celebrated in this parish; and that the expense be defrayed by a penny rate". The Revd. T.J. Sewell and Mr Ackerman, voted for the resolution. Mr G.A.H. Smith against and Messrs White and G. Wraight did not vote. Carried. The Revd. T.J. Sewell proposed and Mr G. Wraight seconded that a precept for £29 be drawn on the Overseers for the purpose of celebrating the Coronation. Carried. Mr Dobbie's a/c for £2.16s.10d for Collection of rates was signed by the Chairman. Mr W. White proposed and Mr G. Wraight seconded "that the attention of the Rural District Council be called to the fact that considerable quantities of orange peel are allowed to be scattered on the pavement at Greenstreet to the danger of the public". Council Meeting held at the Board School on Thursday evening May 22nd 1902 at 7.30. Members present: Rev. T.J. Sewell (Chairman), Messrs: Ackermann, Dence, Busbridge, Le Feaver and White. Proposed by Rev. T.J. Sewell, seconded by Mr White "That Mr McMullen be informed that we do not require his services as Clerk of the Parish Council any longer". Carried unanimously. Proposed by Mr White, seconded by Mr C. Le Feaver "That Mr Ackermann be asked to undertake ‘pro tem' the office of ‘Clerk of the Council'. Carried unanimously. Mr Ackermann promised to carry out the duties of ‘Clerk' for a time. A letter was read from Mr McMullen accounting for his absence. The precept to the Overseers was drawn and ordered to be sent on at once. Mr Busbridge kindly promised to collect the Allotment rents. Mr White proposed, Mr Le Feaver seconded "That a treat be given to all children over 5 and under 15 and to the old folks over 60 years of age, resident in the parish". Carried unanimously. Mr White proposed, Mr Busbridge seconded "That Mr Smith be asked for permission to hold the treat in Lynsted Park". Carried unanimously. A receipt book was ordered to be obtained for the Allotment rents. Mr Busbridge promised to see Mr Temple as to the "tent" for the treat on the 26th June. The parish was then parcelled out into sections to enable the members to obtain the necessary information as to numbers wishing to attend the "Celebration" on June 26th. Proposed by Mr White, seconded by Mr Le Feaver "That Mr Smith be asked to cater for the provisions and, in the event of his refusal, that Mr Dawes be asked". Carried unanimously. Council Meeting held at the Boardschool on Wednesday evening May 28th at 8 o'clock. Members present: Rev. T.J. Sewell Chairman, Messrs: Busbridge, Dence, Le Feaver, Wraight, White and Ackermann (Clerk). Proposed by Mr White, seconded by Mr Le Feaver "That Mr Temple's offer of a tent for the sum of £1.17s.6d be accepted". Carried unanimously. Rev. T.J. Sewell proposed, Mr White seconded "That Col. Tyler and Mr Smith be thanked for allowing the Council to use the Park for the coming treat". Carried unanimously. Proposed by Mr Ackermann, seconded by Mr Dence "That Mr Mercer be paid the April quarters rent for Allotments. Carried unanimously. Resolved that enquiries be made as to the price of mugs, to be presented to the children. Proposed that Mess C. and F. Smith & Sherlock be invited to attend the next meeting. The Chairman addressed the Council in a few well-chosen words on the "Proclamation of Peace". Proposed by Mr White, seconded by Mr Busbridge "That the Parish Council attend the ‘Thanksgiving Service' for the Conclusion of Peace' at the Parish Church". Carried unanimously. Proposed by Mr White, seconded by Mr Wraight "That Mr Dawes tender for teas be accepted".(Tea and No. 2 domestics) carr: nem: con Proposed by Mr White, seconded by Mr Busbridge "That mugs at 3/1d per dozen be ordered of Mr Read for the children". Carried unanimously. Proposed by Mr Ackermann, seconded by Mr Busbridge, "That tickets be printed to be given to the children and old people to admit them to tea". Carried unanimously. Proposed by Rev. T.J. Sewell, seconded by Mr Busbridge "That where either husband or wife is over 60, both be admitted to tea". Carried. Proposed by Mr White, seconded by Mr Busbridge "That the Council is dissatisfied with the way in which Mr Dawes carried out the arrangements for tea, and that by not supplying knives and forks, which he had agreed to supply to all the old people, he had broken his contract". Sewell, seconded by Mr Ackermann "That the Lynsted Parish Council having considered the letter received from Mr Daw, the Postmaster of Sittingbourne, about the suggested change of the name of the Post office at "Greenstreet" from Green Street Sittingbourne to "Teynham Sittingbourne" deprecates such a change on the ground, that the Post office is not in the village of Teynham, but in the village of Greenstreet, of which the greater position is in the Parish of Lynsted, and to change the name to "Teynham" would lead to much confusion and be an incorrect name, but they also suggest that the name should be corrected from Green Street to "Greenstreet", which is the proper name of the village". Meeting of the Council (convened at the request of three members of the Parish Council) was held at the Council Schools at 7.30. Members present: T.J. Dixon Esq. and gave valuable information on many points during the meeting. The parishioners having been asked, by circular, to give their opinion on the water question, decided by 89 to 75 votes in favour of allowing the Mid Kent Water Company to lay their mains through the Parish. After the question had been well ventilated by various members of the Council, Rev. T.J. Sewell proposed, Mr B.R. Dixon seconded "That the consent of the Lynsted Parish Council be given to the Mid Kent Water Provisional Order now pending before the Board of Trade by which it is proposed to authorise the Mid Kent Water Company to supply water in the parish of Lynsted in the County of Kent, subject to the condition, that no guarantee be required from the parish, that no charge for the supply of water be placed on the rates, and that the mains be laid and the water supplied within two years from the date of obtaining the Royal Assent to the Provisional Order". carr:4 to 2.
