The motion was brought forward by Mr Seagar and seconded by Mr Busbridge, but there was no debate as the Chairman informed the meeting, that Mr Mercer had promised to put up the fence required. That this "Act" has already been adopted for a portion of the parish of Lynsted, and that the Parish Council does not think that they should alter the area for the application of this Act; and that therefore, the application for the putting in of a hydrant at the end of Lynsted Lane should be made to the "Committee of the Lighting Area" and that under the circumstances, the Parish Council does not propose to apply for a hydrant in the village of Lynsted. carr: un: A copy of the above resolution was ordered to be sent to the "Secretary of the Teynham and Lynsted Fire Brigade". A communication was read from "The Rural League" and it was resolved unanimously that "The Rural League be informed that the Lynsted Parish Council is of opinion that no more can be done for food production in the parish than is already being done, but that the shortage of meat might be alleviated by allowing pigs to be bred otherwise than at a loss". Ackermann (Clerk). Minutes read, passed and signed. A letter was read from the L.G.B. re "Allotments and Elections postponement". Proposed by Mr G.A.H. Smith, seconded by Mr W.E. Kemp: That Mr Busbridge be paid 4/-d for collecting rents. carr: un: Proposed by Rev. T.J. Sewell, seconded by Mr W.E. Kemp: That cheque for Mr Mercer be drawn for 1£ for Allotment rent due April 6th. carr: un: It was resolved "That the Parish Council wish to have written applications for allotments stating the area which the applicant desires. They also wish the applicants to be informed that it may be possible to obtain land from Mr Mercer adjoining the existing allotments at Lynsted, but that the rent would probably have to be paid from Michaelmas last, and compensation for the ploughing, so that the minimum estimate for each rod of land to next Michaelmas would be more than one shilling, assuming that the rent was to be 6½ d a rod, as in the existing allotments. Minutes read, passed and signed. Correspondence on subject of ‘Change of name of the Greenstreet Post Office to that of Teynham Post Office' was read. Proposed by Mr Smith, seconded by Mr Le Feaver "That the ‘Lynsted Rural Council' confirms the action of their Chairman in telling the Post Master General and the Post Master of Sittingbourne of the resolutions which were passed by the Council in November 1904 in opposition to the change of name of Greenstreet Post Office, also that it strongly protests against the proposed change of the name from Greenstreet Post Office to Teynham Post Office at the present time, and point out the fact that the people of the Lynsted side of Greenstreet have not been consulted about the proposed change, although the greater portion of Greenstreet is in the parish of Lynsted, a statement which no one questioned in 1904, and a fact about which there has been no change since that time. They further state that as the name of Teynham will wrongly describe the office which is "Greenstreet Post Office by whatever name it is called, they are confident, that if the name is changed it will in the course of time, be corrected to its proper title, and they therefore beg, that if the name be changed because of existing arrangements, steps may be taken at once, to give the office again as soon as possible its proper title of "Greenstreet". carr: un: Proposed by Mr C.R. Smith who died on March 7th 1925. The Chairman said a few very touching and appropriate words as to our late chairman and a vote of condolence was passed, the Councillors all standing and in silence. The Chairman stated that the Overseers had not yet seen the Clerk to the Rural District Council with reference to the Greenstreet – Doddington road scheme. A letter was read from the Clerk to the Rural District Council saying that the resolutions re the fire-brigade had been duly received and noted. It was proposed by Mr Ackermann and seconded by Mr Kemp that an order be given to Mr Petts to repair gate and two gaps in allotment fence and that Mr N. Smith be asked to supervise the work. He also said with reference to the Greenstreet – Doddington road that the Rural District Council had decided to tar the road from Greenstreet to the School and from Erriott Wood to Doddington. (Sir Granville Wheler) on the proposed Rating and Valuation Bill and the proposed amendments to the same were read and discussed. Carr: Un: The Clerk reported that one of the allotment holders had applied for permission to erect a tool shed on the allotments. Mr Mercer, on his return from hospital, to ask if he has any objection to a shed or sheds being erected and that a further letter be written to the allotment holder (Mr S. A meeting of the Parish Council was held at the School on Tuesday, December 8th at 7.30 p.m. There were present: Mr F.W. Dalton in the Chair, Messrs: Oyler, Smith and the Clerk. The minutes of the last meeting were read, passed, and signed. The Clerk reported that he had written to Mr Filmer in accordance with instructions given at the last meeting, but had as yet received no reply. Proposed by Mr Oyler, seconded by Mr Smith that the Clerk write again to Mr Filmer and ask for an answer to the first communication. The resignation of Mr Robert S. Dunn from the post of assistant Overseer was read. He said he found himself compelled to give up owing to age and the extra work likely to be the result of the Rating Valuation. He recommended his assistant, Mr T.H. Harman, who was an applicant for the post. The resignation to date from January 1st 1926. The application of Mr Thomas Hawes Harman was read and discussed. A meeting of the Parish Council was held at the School on March 24th 1926. It immediately followed the Annual Parish Meeting which began at 7 p.m. There were present: Mr F. The minutes of the last meeting were read, passed and signed. Agreements of two allotment holders approved of at the last meeting were signed by the Chairman and Clerk and witnessed by Mr. P.G. Oyler. The Clerk reported that Mr Wood had given notice of leaving his allotment and that the one applicant – Mr Freeman of Greenstreet had been allowed to take over, subject to the Council's approval. Oyler that this be approved – carried unam: The Chairman having drawn attention to the fact that some allotment holders had not trimmed their hedges as required, it was proposed by Mr P. Oyler and seconded by Mr Ackermann that a letter be sent to each of those who have allotments adjoining the road, informing them that the hedges must be trimmed immediately; otherwise the Council will have them trimmed and the cost will be charged to the allotment holders concerned. The Chairman said he was of the opinion that when the Ministry of Health held the inquiry in May, the Teynham Parish Council's desire to have the rate spread over the whole parish would be approved in preference to the Lynsted Parish Council's wish for a special drainage area because Teynham had to bear the major portion of the Cost. The Clerk read the Press Account of the Rural District Council's meeting at which the Sewerage Scheme had been discussed. The Clerk said the Press Account of the Board of Guardian's meeting at which the New Assessment Committee formation had been discussed. The Clerk reported that the District Auditor had intimated that expenses of delegates to the National Association of Parish Councils would in all probability be surcharged unless the approval of the Ministry of Health were obtained. The Clerk reported that the delegates appointed to attend the meeting of the National Association of Parish Councils had been unable to do so through pressure of business, although a ticket had been obtained and that an account of the meeting had been applied for. The Chairman gave a short account of the meeting of National Playing Fields Association, which he and Messrs Wm. Smith and P.G. Oyler had attended. The minutes of the last meeting, including a report of a meeting called but not held owing to the lack of a quorum were read, passed and signed. The Clerk read a letter received from Mr Guy Tassell giving the cost of the scavenging etc. in the Parish of Lynsted for half year ending 31st March 1926 as £261.2s.11d. It was proposed by Mr Ackermann, seconded by Mr Oyler : That the Clerk be instructed to write to the Scavenging Contractor to ask if it comes within the terms of the contract that the dustbins should be cleared twice a week and if so, if this is being carried out. Carr: Un: The Chairman reported that a form asking for particulars of sports grounds etc. in the parish had been completed as a nil return and forwarded to the Kent Community Council Allotment agreements with H. Ruck and Wm. Lewis were signed. A letter was read from the Postmaster at Sittingbourne asking the Council to agree to the delivery and collection of letters on Saturday commencing at 11.30 a.m. instead of 2.45 p.m. Proposed by Mr Ackermann, Mr W. Smith : That the Council agree. After the minutes etc. in connection with this matter dated May 1923 had been read, the above motion was carried unanimously. The matter of joining the National Association of Parish Councils was brought forward by the Chairman. The Clerk reported that the District Auditor had expressed the opinion that the payment of any subscription to this Association from public moneys would not be passed by the Auditor. A meeting of the Parish Council was held at the School on Tuesday 5th April 1927, immediately following the Annual Parish Meeting which was called for 7.30 p.m. There were present: Mr F.W. Dalton in the Chair, Mr Kemp, Mr P.G. Oyler, Mr W. Smith and the Clerk. Mr Ferris, the Chief Officer of the Teynham & Lynsted Fire Brigade was present at the invitation of the Chairman. Mr P.G. Oyler notified the unavoidable absence of Mr W. Oyler and the Clerk that of Mr Ackermann. The minutes of the last meeting were read, passed and signed. The Clerk reported that the dustbins were now being cleared twice weekly and that the Vicar had promised to make the same donation to the Allotment Prize Fund as last year. The Clerk reported on a letter received from the Rural District Council enclosing a report on fire hydrants required in the district and asking the Council to consider the recommendations of the report. At the invitation of the Chairman, Mr Ferris read correspondence between himself, the Rural District Council and the Chief Fire Officer of Faversham area with regard to the proposed hydrants. He said he wished to make it quite clear that his report was in answer to a request by the Rural District Council and not a demand by him for the provision of hydrants. He considered that hydrants would be useless at Upper Tickham and Lewson Street, owing to the supply being merely by service pipes. A hydrant at Berkeley House Corner would serve from the Church to the Schools, while one at Bogle would serve all the houses there. He recommended these as absolutely necessary. He stated in answer to a question that the cost would approximate £10.4s.0d per hydrant. The hydrant at Cambridge Road End was not absolutely necessary owing to the pond at "Cambridge". Proposed by Mr Kemp, seconded by Mr Oyler that the Rural District Council be informed that the Council agrees to provision of hydrants at Bogle and Berkeley House Corner, but not at Upper Tickham or Lewson Street, and request the Rural District Council to take the necessary action.Carr: Unam: The Chairman proposed a hearty vote of thanks to Mr Ferris for his attendance and information. Skelton's continuing as manager for remainder of his ministry. The Clerk gave an account of the winners of the allotment prizes – they were 1st F. Spicer; 2nd R. Spicer; 3rd W. Leeds; 4th W. Gates and H. Kite (tie), between whom the 4th and 5eth prizes were equally divided. Proposed by Mr Ackermann, seconded by Mr N.M. Smith that the Clerk write to the Rev. S.E.L. Skelton expressing the Council's appreciation of his help in the Prize Fund Subscriptions. Carr: Unam: The Clerk reported that the transfer of Fidelity Bond from the Board of Guardians to the Parish Council had been effected and presented the receipt for premium together with new bond. It was reported that a letter had been written to the Clerk to the County Council with reference to a large hoarding recently erected on the London Road. The letter asked where permission was obtained for the erection of hoarding, and if such permission were obtained from the County Council, had permission been given in this instance? The letter had been acknowledged but not answered. A letter was read from Kent Community Council inviting the Parish Council to send delegates to a conference of village authorities in Maidstone. A meeting of the Parish Council was held at the School on Tuesday 13th March 1928, immediately following the Parish Meeting which had been called for 7.30 p.m. There were present: Mr F.W. The Clerk read a letter from the County Council stating that orders had been given to have the hoarding, which had been complained about, removed. The letter was dated Dec. 30th 1927. Proposed by Mr Oyler, seconded by Mr Ackermann that the Clerk be instructed to write to the County Council drawing attention to the fact that the hoarding is still standing. Smith that the Clerk be instructed to write to the landlords concerned, drawing attention to the way in which the hedges overhang the footpaths between The Toll and Mr Pay's house, and between Mr Hasgood's house and Yew Tree Cottage. A meeting of the Rural Council was held at the School on Thursday 19th April 1928. There were present: Messrs Ackermann, Dalton, Kemp, Roper Lumley Holland, P.G. Oyler, W. Oyler, W.S. Thomas and the Clerk. As this was the first meeting of the newly elected Council, all Councillors present signed the Declaration Forms. Mr Ackermann was elected Chairman Pro tem. Proposed by Mr Ackermann, seconded by Mr Oyler that Mr F. Dalton be re-elected Chairman. Carr: Unam: A vote of condolence and sympathy with the Chairman for his recent loss was carried by the Councillors standing in silence. Proposed by Mr Dalton and seconded by Mr Ackermann that Mr W.E. Kemp be Vice-Chairman. Car: Unam: The minutes of the last meeting were read, passed and signed. Proposed by Mr Oyler, seconded by Mr Roper Lumley Holland that the Clerk be instructed to write again to the County Council re the hoarding which had been complained about. This instruction was given in view of the fact that a letter had been received from the County Council stating that the offending hoarding had been removed, which the Parish Council considered was not the Case. Carried. The Clerk outlined the Allotment scheme of prizes as originated by Mr Skelton and the results, whereon Messrs R. L. Holland, P.G. Oyler and W. Smith offered a contribution of £1, while Messrs Dalton, Kemp, W. Oyler and W.S. Thomas offered 10/-d. Proposed by the Chairman and seconded by Mr P.G. Oyler that judging take place during 2nd week in June and the 2nd week in August and that the same judges as last year be asked to adjudicate. Car: Unam: The Clerk presented a statement of the finance for year 1927-1928, which was passed and signed by the Chairman. A cheque in favour of Mr J.H. Richards for 5/-d for preparation of meeting room was signed. The Clerk reported on one allotment, which had been vacated by the death of the holder, being in a very bad state and said that the new holder was working hard to bring it back into a state of cultivation. The Clerk read a letter from the Clerk to the County Council re hoarding, saying the Council was legally advised that the erection was not a contravention of the byelaw. Car: Unam: The Clerk reported that the accounts of the Parish Council for year ending March 31st 1928 had been duly audited and found correct. The Clerk reported that the Allotments had been judged in accordance with the Council's wishes, and that the prizes had been distributed. Receipts for these were presented. The Clerk read a letter from the Clerk to the Rural District Council asking the Council's opinion as to the adequacy of the housing accommodation in Lynsted. The Clerk also read a second letter giving particulars as to probable cost, rent and effect on the rates. A meeting of the Parish Council was held at the School on Wednesday March 27th 1929 immediately following the annual parish meeting which began at 7.00 p.m. There were present: Mr F.W. Dalton in the Chair, Messrs: W. Kemp, P.G. Oyler, W. Smith and W.S. Thomas and the Clerk (P. Sykes). Apologies were received from Mr R.L. Holland (away from village) and Mr N.M. Smith (illness). The minutes of the last meeting were read, passed and signed. The Clerk reported having received no answer from the Sanitary Contractor re the hour of emptying dustbins. Mr Thomas reported that there had been a great improvement so no further action was necessary. The Clerk presented bill for repairs to allotment gate. Proposed by Mr Smith, seconded by Mr Thomas that the bill be paid. The Clerk read a lengthy letter from the Rural District Council re the controversy of the two Fire Brigades. The Councillors have previously had the opportunity of privately reading the letter which is filed with the Parish Council Papers. After some discussion proposed by Mr Thomas and seconded by Mr Oyler that the Clerk be instructed to send the following answer to the Rural District Council:
The Parish Council appreciates the efforts of the Teynham & Lynsted Fire Brigade and trusts that the trend of the letter from the Rural District Council does not imply that the abolition of the Brigade is desired. The Council wish to assure the Rural District Council that there exists no combination among the inhabitants of the two villages to suppress the calling of the Faversham Fire Brigade. Each householder is at liberty to call the Faversham Brigade if he so desires.
The Council is of the opinion that if an amicable feeling could be fostered between the officers and men of the two Brigades, the responsibility of calling Faversham Brigade in case of necessity might be left with the officer of the Teynham & Lynsted Brigade, but the Council does not care to take upon itself the responsibility of requesting the Superintendent of Police to withdraw his order to constables regarding the calling of Faversham Brigade. The Chairman raised the matter of the Allotment Prize Scheme. Proposed by the Chairman, seconded by Mr Oyler that the Scheme be continued another year. The Clerk read a letter from the Rural District Council stating that the tarring of the roads would receive consideration in the following year's programme. It was reported by Mr Thomas that postal deliveries from Teynham Post Office had been considerably expedited and that an extra man was now employed. Proposed by Mr R.L. Holland, seconded by Mr Thomas: That a letter of thanks be sent to the Postmaster for the improvement that had been effected. C.U. The Chairman outlined the way in which the Prize Scheme with regard to the allotments had grown. The judges and all who had seen the allotments had noticed what an improvement in the state of the allotments the institution of prizes had effected. Proposed by Mr R.L. Holland, seconded by Mr Thomas : That the Clerk approach the absent members of the Council, who had previously contributed to the Prize Fund, and that if they are willing to continue their support, the same scheme as last year should be carried out. A meeting of the Parish Council was held at the School on Tuesday May 13th 1930 at 8 p.m. There were present: Mr F.W. Dalton in the Chair, Messrs: Ackermann, Kemp, P.G. Oyler and W.S. Thomas and the Clerk. The minutes of the last meeting were read, passed and signed. The Clerk reported that a letter had been sent to the Postmaster Sittingbourne thanking him for his attention. The Clerk reported that Mr P.G. Oyler and Mr Wm. Oyler had promised contributions to Allotment Prize Fund as last year and that Mr Wm. Smith and Mr N.M. Smith had yet to be approached. The Clerk read a letter from the Rural District Council referring to the dangerous corners in Lynsted Lane – a matter reported at the annual parish meeting. The letter stated that improvement would be expensive but that the matter was being considered. Proposed by Mr Thomas, seconded by Mr Ackermann that the Rural District Council be thanked for its letter and also that the attention of the Rural District Council be drawn to the dangerous outlet of Nouds Lane into the main London Road – the improvement of which would not be an expensive matter.
A letter was read from the Rural District Council in answer to a complaint with reference to the collection of refuse in the parish. This letter pointed out: (i)A van of approved type had been provided, which proved dangerous when used with one horse and the provision of a second horse would increase the already high rates. (ii)The van in use was provided with a cover which the Sanitary Inspector considered prevented any nuisance. (iii)The Rural District Council would consider the provision of a new vehicle if the Parish Council recommended it. (iv)A great deal of rubbish is collected which could be burnt; a reduction in the amount would lead to a reduction in expense; the influence of the Parish Council might be brought to bear on this. Proposed by Mr Thomas, seconded by Mr Kemp : That the Parish Council regrets that a vehicle was originally provided which proved unsuitable, but owing to the excessive rates does not recommend the provision of an expensive replacement. Proposed by Mr Oyler, seconded by Mr Thomas : That it be suggested to the Rural District Council "that separate contracts be made for the collection of refuse and for the other sanitary work, so that motor contractors might be enabled to compete and then the work of collections might be carried out expeditiously and inexpensively. Proposed by Mr Thomas, seconded by Mr Oyler : That the Teynham Parish Council be approached with a view to co-operating with the Lynsted Parish Council in circularising the householder of the district, in asking that as much household refuse as possible should be burnt; that it be pointed out that the printing of such pamphlets would probably be done at no cost to the Parish Council and that it had been arranged for the school children to distribute in Lynsted and suggest that the Teynham Parish Council approach the headmaster at Teynham to do the same. The Clerk reported on letter from Mr Tassell re Reorganization Conference, stating that it had been decided not to call a preliminary conference. The Clerk reported that no answer had been received from the Teynham Parish Council re refuse collection. The Chairman stated that the matter would probably be brought up at the next meeting of that Council. The Clerk reported that the Postmaster had replied that the number of letters did not warrant the provision of a letter box at the east end of Greenstreet. Proposed by Mr Thomas, seconded by Mr Oyler : That a further letter be sent to the Postmaster at Sittingbourne stating that it is the opinion of the Council that the geographical position, if not the number of letters posted necessitates the provision of a pillar box at the east end of Greenstreet and asking him if he will not reconsider the matter. The matter of housing was next discussed, the Clerk reporting on letter received from the Rural District Council. Proposed by Mr Thomas, seconded by Mr Oyler : That the Council considers that the provision of 12 houses is necessary and that the situation should preferably be off the main road. C.U. Proposed by Mr Thomas, seconded by Mr Kemp : That Mr Stewart Dixon be elected to fill the vacancy in the Council. C.U. With reference to the Reorganization Conference on Nov. 20th 1930, Mr Thomas intimated that he had been unable to attend owing to illness. The Chairman reported that he and the Clerk attended the Conference being there all the time. He said that nothing referring to this parish cropped up during the Conference, but that very interesting speeches were made affecting other parishes. It was reported that the agreement to unite, previously made by the Faversham & Milton Rural District Council, had made unnecessary any mention of matters affecting this Council; that both the Chairman and the Clerk received the impression that neither Faversham nor Sittingbourne would get the extensions they were asking for, after the completion of the speeches for and against various points raised at the Conference, it was left to the sub-committee of the County Council under the Chairmanship of Mr Laurence Hardy to reach its decisions, which will be published in due course. Arising from the minutes: (1)The Clerk presented the findings of the Committee on the reorganization of rural areas. (2)The Clerk reported that the Rural District Council had agreed to the provision of 12 houses in the Parish. (3)The Clerk read a letter from the Postmaster at Sittingbourne regretting the inability to provide a post-box at the East end of Greenstreet. Proposed by Mr Thomas, seconded by Mr Dixon : That the Council regret that at present the Postmaster is unable to carry out its suggestion with regard to the provision of a pillar box at the East end of Greenstreet; that it is still unanimously of the opinion that one is required and on this point would like to draw the Postmaster's attention to the distance it is necessary for the people of Sandown to go to post; and that the Council would further suggest the desirability of the installation of a telephone kiosk and stamp slot machine in some central position in Greenstreet. A meeting of the Parish Council was held at the school on Tuesday, 21st Apr. 1931 at 8 p.m. There were present: Messrs: F.W. Dalton, S.R. Dixon, W.E. Kemp, A.W. Pilcher, W.S. Thomas and the Clerk. This being the first meeting of the new Council, the Clerk took the Chair temporarily and called for nominations for Chairman. Proposed by Mr Thomas, seconded by Mr Kemp : That Mr Dalton be elected Chairman. There were no other nominations, and Mr Dalton was unanimously elected. The Chairman thanked the Council for re-electing him, and welcomed the new members. The minutes of the last meeting were read, passed and signed. The Clerk reported that several applications had been received for the new Council houses, and it was pointed out that applicants must obtain a form from the Rural District Council, and return it to the Clerk of that Council. The Clerk read a letter from Telephone Development Association, offering help in the matter of obtaining a telephonic communication for the village. The Clerk read a letter from the Post Office Telephone District Manager, saying that it would be impossible to provide a Telephone Kiosk at Lynsted except under a guarantee, and that up to the present it had been found impossible to obtain a suitable site in Greenstreet. The Clerk read a letter from Postmaster, Sittingbourne, intimating that the Post office at Lynsted would now be closed throughout the year, on Wednesdays, from 1 p.m. onwards. Proposed by Mr Thomas, seconded by Mr Kemp : That these letters lie on the table, and that the Clerk write to Telephone Development Association, thanking them for their offer, and pointing out the Post Office authorities intentions. A meeting of the Parish Council was held at the School on March 16th 1932 at 7.30 p.m.There were present: Mr F.W. Dalton in the Chair, Messrs: Ackermann, Oyler, Pilcher, Thomas, R. Lumley Holland and the Clerk. The minutes of the last meeting were read, passed and signed. The Clerk reported that no acknowledgement or answer had been received re the letter sent to Teynham Parish Council. The Clerk reported that there had been a certain amount of disagreement among allotment holders over the disposal of refuse, a quantity of which had been dumped at the Batteries end of the allotments to the detriment of neighbouring plots. Proposed by Mr Oyler, seconded by Mr Thomas : That the Clerk be instructed to send a circular letter to all allotment holders, pointing out that all refuse from any plot should be either burnt or buried on that plot and not dumped so as to cause a nuisance to any other allotment holder. C.U. The subject of housing was raised by Mr Oyler, owing to disappointment of several applicants over the allotment to tenants of the new Council Houses. He said it had been understood that the houses were intended for workers in the parish and several genuine agricultural workers had been unsuccessful applicants. The Clerk read the Rural District Council's letter of December 1930 in which the Council's opinion as to the necessity for houses was asked. This is recorded in minutes of meeting held December 4th 1930. After further discussion, it was proposed by Mr Thomas, seconded by Mr R. Lumley Holland : That the Clerk be instructed to send the following resolution to the Rural District Council:
That the Council regrets that the new Council Houses recently erected in Lynsted
have been let without previous reference to the Parish Council and hopes that
in future it will be consulted in such matters. C.U.
The danger to traffic of two coping stones which project into the roadway one near the Post Office and one at Bogle – was reported. As however the Rural District Council has planned to alter the road camber at Ludgate Lane corner and would probably alter the coping stone at the same time, it was decided to do nothing at present. Cheques were signed as follows: £3.1s.6d Mr Mercer Allotments; £5.13s.0d Clerk Salary, Audit , etc.; 4/9d Hadden Best & Co. Stationery. Three members of the Council – Mr Ackermann and Mr Oyler and Mr R.L. Holland who were absent at the last meeting, signed the Declaration Book. A meeting of the Parish Council was held at the School on Friday, Oct. 21st 1932 at 8 p.m. There were present: Mr F.W. Dalton in the Chair, Messrs: Ackermann, Kemp, P.G. Oyler, Pilcher, W.S. Thomas and the Clerk. The minutes of the last meeting were read, passed and signed. The Clerk reported that the dispute between allotment holders had been settled. The Clerk reported that beyond an acknowledgement no answer had been received from the Rural District Council with respect to the tenancy of council houses. Proposed by Mr Thomas, seconded by Mr Ackermann : That the Clerk be instructed to send a copy of the resolution to the Rural District Council, and drawing attention to the fact that no answer had been received and suggesting that the original letter had been lost in the post. C.U. It was reported that the coping stone by the Post Office had been removed. The Clerk reported that the accounts for year ending March 31st 1931 had been audited and found correct in Sept. 1932. He thanked the Chairman for seeing to the forwarding and return of the book. A letter from the Vicar of Lynsted (Rev. L.E.A. Ehrmann) was read, asking the Council to assist him in obtaining the removal of the stone by the Churchyard wall. In the course of the discussion it was pointed out that the Vicar had already approached the Rural District Council who had refused to take any action. Proposed by Mr Thomas, seconded by Mr Kemp : That the Vicar of Lynsted's letter lie on the table.C. The Clerk reported that Mr Percy French, the new owner of Mr R.M. Mercer's farm, had told him that he would require for his own use, the land now held as parish council allotments; that Mr French had offered another piece of land in the field next the School for use as allotments; that he would require the old allotments on March 25th 1933; that the new allotments would be entered upon immediately, or as soon as they could be marked out and allotted; that the allotments for the rent of one, from Oct. 11th 1932 to March 25th 1933. In the course of the discussion it was pointed out that the allotments were held under an agreement which enabled the landlord to enter into possession after giving one month's notice. Proposed by Mr Thomas, seconded by Mr Kemp : That the Council accept Mr French's offer and that a letter be sent thanking him for the consideration shown in his terms of the turnover. It was pointed out that it would be necessary to draw up a new agreement with Mr French and that several conditions would require alterations particularly that referring to the giving of one months notice by the Landlord. At this point the allotment holders who had been invited to a meeting, were admitted, and eighteen were in attendance. The Chairman said Mr French required the old allotments and asked the Clerk to explain what was proposed. This was done. In the discussion which followed the following points were made: (1) There would be a certain loss to the allotment holders in unexpended manure and crops (late broccoli). (2) The new ground would not have the "condition" of the old. (3) There was no depth of soil on the new ground – 3" suggested. (4) Mr French could not plant with fruit after March and September would be a more suitable date to vacate, even if 2 rents had to be paid. (5) The new agreement should be for a term of years – 15-20 suggested.
It was decided:
(1) To ask Mr French if he would agree to the September vacation.
(2) To inspect the new ground on the following afternoon (Saturday Oct. 22nd). Clerk and several allotment holders promising to attend.
This being the last meeting to be recorded in this book, it was pointed out that it was commenced on December 18th 1892. April 20th 1933 - F.W. Dalton Chairman (signed).
